The sixth session of the Committee on Transport is scheduled to be held from 12 to 13 November 2020.

The secretariat is monitoring the rapidly evolving situation with regard to the COVID-19 outbreak and is putting into place measures to mitigate public health risks associated with mass gatherings. The secretariat continues to receive guidance from the World Health Organization, the authorities of the host country of ESCAP and the United Nations Secretariat.

Decisions on the schedule and modality of the Committee session to ensure the safety and well-being of all participants will be communicated as soon as practicable.

Credentials

Delegations are kindly requested to submit letters of credentials to Mr. Weimin Ren, Director, Transport Division, ESCAP, United Nations Building, Rajadamnern Nok Avenue, Bangkok 10200, Thailand, Fax: (66-2) 288-1067, 288-3050, at their earliest convenience prior to 1 October 2018.. Letters of credential should be addressed to the Executive Secretary of the ESCAP and emailed to [email protected].

Members of delegations are kindly reminded to bring official identification with them, duly signed by the appropriate authorities of their respective Governments/Agencies/Organizations, and provide them to the Secretariat staff at the registration counter located on the ground floor of the UNCC along with a copy of the letter of credentials indicating their appointment to the delegation.

Registration and identification badges

Participants are requested to register and obtain a visitor’s badge with ID picture on the first day of the meeting, i.e. Monday, 19 November 2018 between 08.00 hours and 09.00 hours. This is done at the Registration Counter located on the ground floor of the UNCC. Participants who are not able to register during the time indicated above are requested to do so immediately upon their arrival at UNCC and before going to the conference room. This procedure is important for security reason and will also ensure that all participants’ names appear on the list of participants.

Online registration

In conformity with standard United Nations security procedures, all participants must complete a mandatory online registration at https://meetings.unescap.org/. Participants are encouraged to complete this procedure well in advance of the meeting and no later than 1 October 2018. To facilitate the process, participants are encouraged to submit their photo in advance.

For identification and security reasons, all participants are requested to wear their meeting badges at all times when on the United Nations compound, and also during the meeting and at social functions. The loss of a meeting badge should be communicated to the Conference Management Unit, located on the ground floor of the UNCC behind the registration counter, so that a new one can be issued immediately.

Meeting documents

The secretariat has adopted a paperless approach to meetings. As a result, participants are expected to get acquainted with all the meeting documents prior to the meeting. Should participants wish hard copies of the documents, they are expected to bring them to the meeting. These documents will be made available prior to the session at www.unescap.org/events/committee-transport-fifth-session

Participants wishing to circulate any papers or literature at the meeting are requested to consult staff from the secretariat servicing the meeting for the necessary arrangements.

Daily subsistence allowance

ESCAP does not provide financial assistance for participation in the 5th session of the Committee on Transport. However, it does cover the travel expenses of officials participating in the workshop on cross-border co-deployment of fibre optic infrastructure along road and rail networks. In that regard, the following shall apply:

Depending on which of the above applies, participants whose travel is sponsored (or partly sponsored) by ESCAP will receive a DSA to cover all costs associated with their participation in the meeting, including accommodation, meals and local transport while in Bangkok. A voucher to be cashed at the bank located on the ESCAP premises will be given to participants. Participants will receive their vouchers against submittal of a copy of their passports, copy of their air-tickets and the original boarding pass(es) for the flight(s) to Bangkok. To facilitate the issuance of vouchers, eligible participants are kindly requested to come with read-made copies of their passports. To date, the DSA for Bangkok is Thai Baht 7,150 (about US$ 216). Please note that this amount is subject to change without prior notice.

Participants who are unable to stay for the entire duration of the meeting are requested to inform the secretariat as soon as possible after their arrival so that the DSA can be adjusted accordingly.

In those cases where the participation costs are borne by ESCAP, the secretariat will provide only travel and DSA as expressed and will not assume responsibility for any other expenditures, including the following:

  1. You are representing your Government only at the 5th session of the Committee on Transport: ESCAP does not provide any financial support and participation is on a self-financing basis.
  2. You are representing your Government only at the workshop on co-deployment: ESCAP provides air-ticket and Daily Subsistence Allowance (DSA) for two nights (i.e. 21 and 22 November 2018 depending on flight schedule.
  3. You are representing your Government at both the 5th session of the Committee on Transport and the workshop on co-deployment: ESCAP provides air-ticket and DSA for two nights (i.e. 21 and 22 November 2018 depending on flight schedule and participants have to cover three nights on a self-financing basis (i.e. 18 to 20 November 2018).
    1. all expenses in the home country incidental to travel abroad, including expenditure for visa, medical examination, inoculations and other such miscellaneous items and internal travel to and from the airport of arrival and departure in the home country;
    2. salary and related allowances for the participants during the period of the meeting;
    3. cost incurred by participants in respect of travel insurance, accident insurance, medical bills or hospitalization fees in connection with attending the meeting;
    4. compensation in the event of death or disability of participants in connection with attending the meeting;
    5. any loss of or damage to personal property of participants while attending the meeting or losses or damages claimed by third parties as a result of any negligence on the part of the participants;
    6. any other expenses of a personal nature, not directly related to the purpose of the meeting.

International cooperation to achieve the SDGs during COVID-19 pandemic: current challenges and prospects

One of the dramatic effects of the COVID-19 pandemic has been the worldwide lockdown. Governments have introduced severe restrictions on the movement of people, goods, and vehicles to slow down the rapid spread of the virus among population. In addition to the decline in global trade (in 2020, trade in goods has fallen by 8%, trade in commercial services – by 21%), collapse of some service markets (tourist services decreased by 62.2%) and the disruption of international production chains due to difficulties in logistics; international cooperation in solving global and regional development problems has received a significant blow. The initial focus on solving the problems associated with the COVID-19 pandemic, only by using internal resources eventually did not show its effectiveness, but at the same time made it necessary to take a fresh look at the existing system of international cooperation for sustainable development (SDG 17).

Issues for discussion:

 

  1. Reasons of suspension of the international cooperation of the 2030 Agenda for Sustainable Development implementation.
  2. Principles of international partnership to SDGs promotion in the new economic and social reality.
  3. The platform approach as an effective tool for international cooperation to achieve the SDGs.
  4. The role of international organizations, development institutions and regional integration associations to SDG17 implementation.
  5. The role of entrepreneurship in SDGs promotion and establishing an effective international dialogue

Training of Women Entrepreneurs on Expanding Business through E-commerce and Digital Marketing

South Asia is recognized as a dynamic sub region, but its potential is undermined by the gender inequality in all aspects of economic and social life. In South Asia where, women labour force participation is among the lowest in the world, women entrepreneurship is a widely untapped source of economic and social progress, and job creation. 

COVID-19 pandemic has raised unprecedented challenges for South Asia. The outbreak of COVID-19 has affected the countries which rely heavily on sectors such as services and manufacturing sectors - agriculture, handicrafts, textiles, tourism and hospitality. Although, COVID-19 pandemic has impacted every aspect of the economy and resulted in severe consequences, it has also created opportunities for greater digital transformation, emphasizing the need to bridge the existing digital divide. The COVID-19 pandemic had magnified the significance of digital connectivity and e-commerce as a medium to conduct business, has paved the way to be an important tool to connect with consumers and be a part of wider supply chain. 

E-commerce has seen an exponential growth in the recent years across the world, with Asian region being at the forefront. E-commerce has inarguably reduced the burdens of conducting business. It has provided a significant opportunity to women entrepreneurs to excel and explore global and regional markets. The pandemic has brought along a change in the shopping behaviors. It has led to a simultaneous acceleration of expansion of e-commerce business in the region. E-commerce can be a powerful tool for connecting with customers and be a part of wider supply chain. It can bring in greater gains to women entrepreneurs since it addresses the outmoded barriers of geographic isolation and limited access to information and financing along with empowering South Asian women entrepreneurs socially and economically. 

Keeping this in view, this training has been organized covering two aspects. First segment of the training shall involve sectoral discussions with leading experts, entrepreneurs, and trade consultants for sharing experiences/expertise gained, how digitally diversified /reinvented their enterprises during the Covid 19 pandemic and discus the recent innovations, trends and challenges encountered, and solutions adopted to overcome the challenges created by the pandemic. The second part of the training shall involve sessions on enhancing the capacity of the women entrepreneurs of South Asia to use digital and online platforms for promoting business through e-commerce and creating awareness on the existing opportunities. Additionally, this training would seek to establish a network amongst the women entrepreneurs by providing an opportunity to showcase their products, services and share their entrepreneurial journey along with a panel session led by women entrepreneurs sharing their experiences, stories through the pandemic with an aim to inspire and encourage fellow women entrepreneurs to expand their business with e-commerce and digital marketing.

South Asia is recognized as a dynamic sub region, but its potential is undermined by the gender inequality in all aspects of economic and social life. In South Asia where, women labour force participation is among the lowest in the world, women entrepreneurship is a widely untapped source of economic and social progress, and job creation. 

COVID-19 pandemic has raised unprecedented challenges for South Asia. The outbreak of COVID-19 has affected the countries which rely heavily on sectors such as services and manufacturing sectors - agriculture, handicrafts, textiles, tourism and hospitality. Although, COVID-19 pandemic has impacted every aspect of the economy and resulted in severe consequences, it has also created opportunities for greater digital transformation, emphasizing the need to bridge the existing digital divide. The COVID-19 pandemic had magnified the significance of digital connectivity and e-commerce as a medium to conduct business, has paved the way to be an important tool to connect with consumers and be a part of wider supply chain. 

E-commerce has seen an exponential growth in the recent years across the world, with Asian region being at the forefront. E-commerce has inarguably reduced the burdens of conducting business. It has provided a significant opportunity to women entrepreneurs to excel and explore global and regional markets. The pandemic has brought along a change in the shopping behaviors. It has led to a simultaneous acceleration of expansion of e-commerce business in the region. E-commerce can be a powerful tool for connecting with customers and be a part of wider supply chain. It can bring in greater gains to women entrepreneurs since it addresses the outmoded barriers of geographic isolation and limited access to information and financing along with empowering South Asian women entrepreneurs socially and economically. 

Keeping this in view, this training has been organized covering two aspects. First segment of the training shall involve sectoral discussions with leading experts, entrepreneurs, and trade consultants for sharing experiences/expertise gained, how digitally diversified /reinvented their enterprises during the Covid 19 pandemic and discus the recent innovations, trends and challenges encountered, and solutions adopted to overcome the challenges created by the pandemic. The second part of the training shall involve sessions on enhancing the capacity of the women entrepreneurs of South Asia to use digital and online platforms for promoting business through e-commerce and creating awareness on the existing opportunities. Additionally, this training would seek to establish a network amongst the women entrepreneurs by providing an opportunity to showcase their products, services and share their entrepreneurial journey along with a panel session led by women entrepreneurs sharing their experiences, stories through the pandemic with an aim to inspire and encourage fellow women entrepreneurs to expand their business with e-commerce and digital marketing.

The sixth session of the Committee on Transport is scheduled to be held from 12 to 13 November 2020.

The secretariat is monitoring the rapidly evolving situation with regard to the COVID-19 outbreak and is putting into place measures to mitigate public health risks associated with mass gatherings. The secretariat continues to receive guidance from the World Health Organization, the authorities of the host country of ESCAP and the United Nations Secretariat.

Decisions on the schedule and modality of the Committee session to ensure the safety and well-being of all participants will be communicated as soon as practicable.

Credentials

Delegations are kindly requested to submit letters of credentials to Mr. Weimin Ren, Director, Transport Division, ESCAP, United Nations Building, Rajadamnern Nok Avenue, Bangkok 10200, Thailand, Fax: (66-2) 288-1067, 288-3050, at their earliest convenience prior to 1 October 2018.. Letters of credential should be addressed to the Executive Secretary of the ESCAP and emailed to [email protected].

Members of delegations are kindly reminded to bring official identification with them, duly signed by the appropriate authorities of their respective Governments/Agencies/Organizations, and provide them to the Secretariat staff at the registration counter located on the ground floor of the UNCC along with a copy of the letter of credentials indicating their appointment to the delegation.

Registration and identification badges

Participants are requested to register and obtain a visitor’s badge with ID picture on the first day of the meeting, i.e. Monday, 19 November 2018 between 08.00 hours and 09.00 hours. This is done at the Registration Counter located on the ground floor of the UNCC. Participants who are not able to register during the time indicated above are requested to do so immediately upon their arrival at UNCC and before going to the conference room. This procedure is important for security reason and will also ensure that all participants’ names appear on the list of participants.

Online registration

In conformity with standard United Nations security procedures, all participants must complete a mandatory online registration at https://meetings.unescap.org/. Participants are encouraged to complete this procedure well in advance of the meeting and no later than 1 October 2018. To facilitate the process, participants are encouraged to submit their photo in advance.

For identification and security reasons, all participants are requested to wear their meeting badges at all times when on the United Nations compound, and also during the meeting and at social functions. The loss of a meeting badge should be communicated to the Conference Management Unit, located on the ground floor of the UNCC behind the registration counter, so that a new one can be issued immediately.

Meeting documents

The secretariat has adopted a paperless approach to meetings. As a result, participants are expected to get acquainted with all the meeting documents prior to the meeting. Should participants wish hard copies of the documents, they are expected to bring them to the meeting. Participants wishing to circulate any papers or literature at the meeting are requested to consult staff from the secretariat servicing the meeting for the necessary arrangements.

Daily subsistence allowance

ESCAP does not provide financial assistance for participation in the 5th session of the Committee on Transport. However, it does cover the travel expenses of officials participating in the workshop on cross-border co-deployment of fibre optic infrastructure along road and rail networks. In that regard, the following shall apply:

Depending on which of the above applies, participants whose travel is sponsored (or partly sponsored) by ESCAP will receive a DSA to cover all costs associated with their participation in the meeting, including accommodation, meals and local transport while in Bangkok. E-commerce business transactions have been on a rise in the country and the outbreak of COVID-19 has also led to an exponential increase in e-commerce business in the region. This has provided a huge opportunity to women entrepreneurs to overcome the challenges faced and explore the global and regional markets. It can be a powerful tool for bringing in greater gains to women entrepreneurs since it addresses the outmoded barriers of geographic isolation and limited access to information and financing along with empowering women entrepreneurs socially and economically. Promotion of women entrepreneurship will bring many positive ripple effects including its ability to boost job creation, alleviate poverty and thus facilitating inclusive and sustainable growth.

Keeping this in view, this training is being organised to enhance the knowledge and capacity of women entrepreneurs to use e-commerce platforms to expand their business exports and participate in local, regional and global supply chains.

Though the COVID-19 pandemic has raised unprecedented challenges for South Asia, it has also created opportunities for a greater digital transformation. COVID-19 has led to a paradigm shift in the way transactions are conducted and is moving towards a more digital world. The progression of pandemic has led to a simultaneous acceleration of expansion of e-commerce which, in turn, has caused a major increase in the e-commerce business in the region. According to Grand Thorton, e-commerce in India alone is expected to be worth US$ 188 billion by 2025. Hence, e-commerce can prove to be a powerful tool for businesses connecting with customers and be a part of wider regional and global supply chain. Keeping this in view, a capacity building program is being organized for Nepal government officials from 6-9 December 2021 to develop an understanding about e-commerce and digital transformation entailing India’s e-commerce policy, its trends & perspectives and the challenges that are faced in its implementation and so on.

Registration and identification badges

Participants are requested to register and obtain a visitor’s badge with ID picture on the first day of the meeting, i.e. Monday, 19 November 2018 between 08.00 hours and 09.00 hours. This is done at the Registration Counter located on the ground floor of the UNCC. Participants who are not able to register during the time indicated above are requested to do so immediately upon their arrival at UNCC and before going to the conference room. This procedure is important for security reason and will also ensure that all participants’ names appear on the list of participants.

Online registration

In conformity with standard United Nations security procedures, all participants must complete a mandatory online registration at https://meetings.unescap.org/. Participants are encouraged to complete this procedure well in advance of the meeting and no later than 1 October 2018. To facilitate the process, participants are encouraged to submit their photo in advance.

For identification and security reasons, all participants are requested to wear their meeting badges at all times when on the United Nations compound, and also during the meeting and at social functions. The loss of a meeting badge should be communicated to the Conference Management Unit, located on the ground floor of the UNCC behind the registration counter, so that a new one can be issued immediately.

The secretariat has adopted a paperless approach to meetings. As a result, participants are expected to get acquainted with all the meeting documents prior to the meeting. Should participants wish hard copies of the documents, they are expected to bring them to the meeting. These documents will be made available prior to the session at www.unescap.org/events/committee-transport-fifth-session

Participants wishing to circulate any papers or literature at the meeting are requested to consult staff from the secretariat servicing the meeting for the necessary arrangements.

Daily subsistence allowance

ESCAP does not provide financial assistance for participation in the 5th session of the Committee on Transport. However, it does cover the travel expenses of officials participating in the workshop on cross-border co-deployment of fibre optic infrastructure along road and rail networks. In that regard, the following shall apply:

Depending on which of the above applies, participants whose travel is sponsored (or partly sponsored) by ESCAP will receive a DSA to cover all costs associated with their participation in the meeting, including accommodation, meals and local transport while in Bangkok. A voucher to be cashed at the bank located on the ESCAP premises will be given to participants. Participants will receive their vouchers against submittal of a copy of their passports, copy of their air-tickets and the original boarding pass(es) for the flight(s) to Bangkok. To facilitate the issuance of vouchers, eligible participants are kindly requested to come with read-made copies of their passports. To date, the DSA for Bangkok is Thai Baht 7,150 (about US$ 216). Please note that this amount is subject to change without prior notice.

Participants who are unable to stay for the entire duration of the meeting are requested to inform the secretariat as soon as possible after their arrival so that the DSA can be adjusted accordingly.

In those cases where the participation costs are borne by ESCAP, the secretariat will provide only travel and DSA as expressed and will not assume responsibility for any other expenditures, including the following:

  1. You are representing your Government only at the 5th session of the Committee on Transport: ESCAP does not provide any financial support and participation is on a self-financing basis.
  2. You are representing your Government only at the workshop on co-deployment: ESCAP provides air-ticket and Daily Subsistence Allowance (DSA) for two nights (i.e. 21 and 22 November 2018 depending on flight schedule.
  3. You are representing your Government at both the 5th session of the Committee on Transport and the workshop on co-deployment: ESCAP provides air-ticket and DSA for two nights (i.e. 21 and 22 November 2018 depending on flight schedule and participants have to cover three nights on a self-financing basis (i.e. 18 to 20 November 2018).
    1. all expenses in the home country incidental to travel abroad, including expenditure for visa, medical examination, inoculations and other such miscellaneous items and internal travel to and from the airport of arrival and departure in the home country;
    2. salary and related allowances for the participants during the period of the meeting;
    3. cost incurred by participants in respect of travel insurance, accident insurance, medical bills or hospitalization fees in connection with attending the meeting;
    4. compensation in the event of death or disability of participants in connection with attending the meeting;
    5. any loss of or damage to personal property of participants while attending the meeting or losses or damages claimed by third parties as a result of any negligence on the part of the participants;
    6. any other expenses of a personal nature, not directly related to the purpose of the meeting.

Though the COVID-19 pandemic has raised unprecedented challenges for South Asia, it has also created opportunities for a greater digital transformation. COVID-19 has led to a paradigm shift in the way transactions are conducted and is moving towards a more digital world. The progression of pandemic has led to a simultaneous acceleration of expansion of e-commerce which, in turn, has caused a major increase in the e-commerce business in the region. According to Grand Thorton, e-commerce in India alone is expected to be worth US$ 188 billion by 2025. Hence, e-commerce can prove to be a powerful tool for businesses connecting with customers and be a part of wider regional and global supply chain. Keeping this in view, a capacity building program is being organized for Nepal government officials from 6-9 December 2021 to develop an understanding about e-commerce and digital transformation entailing India’s e-commerce policy, its trends & perspectives and the challenges that are faced in its implementation and so on.

Fifth South Asia Forum on the Sustainable Development Goals: Building back better from COVID-19 while accelerating the implementation of the SDGs in South and South-West Asia

The South Asia Forum on the SDGs (SAFS) was conceived as the subregional preparatory meetings for the Asia Pacific Forum on Sustainable Development (APFSD)  to be held in March 2022, which in turn contributes towards the annual High-Level Policy Forum (HLPF).  They have been organized by the South and South-West Asia office of the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) in collaboration with South Asian member States, stakeholders and partners since 2017.  The Forums facilitate dialogue and deliberations between Government officials, civil society, think-tanks, experts and other stakeholders on the themes of the annual APFSD and the HLPF, providing a unique opportunity to share information on subregional implementation efforts, highlight subregional priorities and share good practices. The outcomes and recommendations from the Forum feed into regional and global processes, in particular the annual APFSD and HLPF. The Fifth SAFS is being jointly organised by UNESCAP and the Government of Sri Lanka. 

Countries of South and South-West Asia are not on track to achieve any of the 17 Goals without concerted efforts from all stakeholders to accelerate action in the Decade of Action for Achieving the 2030 Agenda. The unprecedented COVID-19 pandemic has undermined South and South-West Asia’s progress towards achieving the SDGs, making it critical for the subregion to build back better, aligned with the 2030 Agenda for sustainable development. UNESCAP’s flagship SDG progress report 2021 finds that the South and South-West Asia subregion has made most progress on no poverty (SDG 1), zero hunger (SDG 2), and good health and well-being (SDG 3).  Among the priority areas that require urgent accelerated action to reverse  negative trends are reduced inequalities (SDG 10); Sustainable cities and communities (SDG 11); climate action and life below water (SDG 13 and 14); and Peace, Justice and strong institutions (SDG 16). The far-reaching, mutually reinforcing impacts of the COVID-19 pandemic, poses further hurdles in the way of the subregion’s efforts to accelerate SDG implementation, making it critical to strengthen the means of implementation and partnership for the goals (SDG 17).

With a population of 1.8 billion (25% share in world population), the South Asian subregion (Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka) has a crucial role to play in the global achievement of the SDGs. Despite economic dynamism and steadily high rates of economic growth in the past decade, South Asia accounts for disproportionately high share (34 percent) of people living in extreme poverty and other multiple and often, intersecting socio-economic deprivations. With a global share of 37% in people who are undernourished and 40 million stunted children under the age of 5 years, South Asia accounted for almost 39% of children under 5 years of age suffering from stunting. With persistent development challenges, including low levels of intraregional trade, poor cross-border connectivity, wide infrastructure gaps, pervasive informality, lack of decent work opportunities and low rates of female labour force participation.  The subregion remains particularly vulnerable and lacks adequate coping capacities to address the severe socio-economic effects of the pandemic. Recovery efforts from the COVID-19 pandemic must focus on implementing the 2030 Agenda. ESCAP Resolution 77/1 calls for greater regional cooperation at all levels to build back better, for getting back on track to achieve the SDGs and to build resilience to future pandemics and crises.

Against this background, the “Fifth South Asian SDG Forum” will focus on inclusive, resilient and sustainable strategies towards COVID-19 recovery efforts and identify priorities to accelerate the Goals of the 2030 Agenda, with emphasis on climate- and environment-responsive approaches to building back better from the COVID-19 pandemic. The theme of the 2021 SASF is aligned with the theme of the 2022 HLPF and the APFSD, “Building back better from COVID-19 while advancing the full implementation of the 2030 Agenda. The Forum provides an opportunity to discuss how the South and South-West Asia subregion can cooperate to assess progress on the thematic SDGs for review by the HLPF in 2022, i.e., Goals 4 (Quality education), 5 (Gender equality), 14 (Life below water), 15 (Life on land) and 17 (Partnership for the Goals).

As part of the follow-up and review process for the SDGs, all countries in the subregion submitted their first Voluntary National Reviews (VNRs) by 2019. Turkey presented its second VNR in 2019, while Bangladesh, Nepal and India presented their second VNRs in 2020 and Afghanistan and Bhutan submitted their VNRs for the second time in 2021. Sri Lanka intends present its second VNR in 2022. In this context, this year’s Forum will focus on experiences of member States participating in voluntary national reviews, and focus on national and subregional perspectives on challenges, progress and achievements, lessons learned as well as, forward-looking dialogue on partnership to accelerate the progress of SDGs. 

As a subregional preparatory meeting, the Forum seeks to bring together multiple stakeholders from the government, international community, civil society, academia and the private sector on a common platform to discuss achievements and challenges in the process of implementation of the 2030 Agenda, assess progress on the thematic SDGs for review by the HLPF 2022 and advance regional cooperation to build back better from the pandemic.

The sixth session of the Committee on Transport is scheduled to be held from 12 to 13 November 2020.

The secretariat is monitoring the rapidly evolving situation with regard to the COVID-19 outbreak and is putting into place measures to mitigate public health risks associated with mass gatherings. The secretariat continues to receive guidance from the World Health Organization, the authorities of the host country of ESCAP and the United Nations Secretariat.

Decisions on the schedule and modality of the Committee session to ensure the safety and well-being of all participants will be communicated as soon as practicable.

Credentials

Exploring New Value Chains in Textile and Garments in South Asia: Building Back better from COVID-19

Textile and garments (T&G) sector is one of the core constituents of South Asia’s economy, currently estimated to be providing for about 40% of employment in manufacturing. The heavily trade dependent T&G sector of the South Asia faces several emerging challenges due to a number of exogenous factors such as shifting demand and supply patterns in the world market and endogenous factors such as eroding traditional competencies such as low labor costs and artificial intelligence. The COVID-19 pandemic has further aggravated the situation due to which factories were closed, many jobs were lost, and export orders were cancelled. Countries in South Asia face challenges in the form of; (1) rising market competition due to fast growth in textile sectors in other developing countries, such as Vietnam and Myanmar in Southeast Asia, (2) product diversification and deepening of value chains in competing regions and correspondingly shifting global sourcing patters, (3) emergence of new sources of productive competencies in the industry and advancements in technology leading to automation and shifts away from labor-intensive production processes, and emergence of e-commerce, (4) erosion of trade preferences, particularly for graduating LDCs of South Asia – Bangladesh, Bhutan and Nepal – which are expected to lose LDC specific duty-free quota-free (DFQF) market access enjoyed in various markets, and (5) disruptions to the global supply chains due to COVID-19 pandemic.

The South and South-West Asia office of UNESCAP, New Delhi commissioned studies with the objectives of assisting the policy makers and private sector in the subregion in taking evidence-based informed decisions for preparing its T&G sector for meeting the challenges ahead, explore the opportunities and create new regional value chains in T&G sector in South Asia. The studies explore reform requirements for addressing both domestic and external challenges faced by the sector, measures to enhance cost efficiency, improve investment climate, nurture entrepreneurship, enhance productivity, promote product diversification, facilitate greater value addition, expand external market access through engagements in trade negotiations with key trading partners and execute strategies to recover from disruptions to the textile sector caused by COVID-19.

The Expert Group Meeting is organized by the South and South-West Asia office of UNESCAP, New Delhi to present and discuss the methodology and findings of these studies. The objective of this meeting is to benefit from the views of experts to further refine the findings, if any and discuss way forward.

Side Event with APDIM: Sand and Dust Storms Risk Assessment in Asia and the Pacific: Potential for Concerted Action at Regional Level to Reduce Risk and Strengthen Resilience

Event Background

BACKGROUND

Sand and dust storms have a large-scale impact and affect a range of Sustainable Development Goals (SDGs) related to human health, productivity, agriculture, and infrastructure (transport). The findings of the Sand and Dust Storms Risk Assessment in Asia and the Pacific of the Asian and Pacific Centre for the Development of Disaster Information Management (APDIM) indicate that a high number of people living in South, South-West and Central Asia are exposed from medium to high level of dust which can have short and long-term negative impact on human health. Sand and dust storms also have wide-ranging negative impact on various socio-economic sectors including agriculture, aviation, and energy.

The deposition of dust on glaciers induces a warming effect, increasing the melting rate of ice. Along with the effects of climate change, dust deposition is a vital component of change to these essential sources of water, with direct and indirect impact on society through numerous issues, including food security, energy production, agriculture, water stress and flood regimes.

Reducing the harmful impact of sand and dust storms as part of disaster risk reduction and resilience-building efforts are interrelated and can help advance the progress being made for achieving the 2030 Agenda for Sustainable Development and the Sendai Framework for Disaster Risk Reduction 2015-2030.  Given the frequent transboundary impact of sand and dust storms, there is a strong case for the design and implementation of well-coordinated actions at the national, regional, and interregional levels.

The urgency and importance to build regional cooperation to combat slow-onset disasters is clear in a number of the United Nations General Assembly and ESCAP resolutions adopted in recent years. Some of these resolutions requested the ESCAP Secretariat to support and facilitate disaster risk assessment to strengthen regional cooperation mechanisms as well as to combat the negative impact of sand and dust storms.  

In this context and as a member of the United Nations Coalition on Combating Sand and Dust Storms, APDIM is organizing a side-event during the seventh session of the ESCAP Committee on Disaster Risk Reduction to launch the Sand and Dust Storms Risk Assessment in Asia and the Pacific and discuss how coordinated regional action on sand and dust storms can contribute to combating the negative impact of this transboundary challenge.

Objectives

APDIM side event at the seventh session of the ESCAP Committee on Disaster Risk Reduction will launch the Report on the Sand and Dust Storms Risk Assessment in Asia and the Pacific and will focus on its outcomes and recommendations to strengthen partnership and promote cooperation and coordination in the region. The side event seeks for a deeper understanding of the socio-economic impact of sand and dust storms; coordinated monitoring and early warning systems, particularly impact-based forecasting; and coordinated actions in most at-risk and exposed geographical areas to mitigate the risks. The side event will bring together senior officials from Member States, international and intergovernmental organizations, and experts.

The sixth session of the Committee on Transport is scheduled to be held from 12 to 13 November 2020.

The secretariat is monitoring the rapidly evolving situation with regard to the COVID-19 outbreak and is putting into place measures to mitigate public health risks associated with mass gatherings. The secretariat continues to receive guidance from the World Health Organization, the authorities of the host country of ESCAP and the United Nations Secretariat.

Decisions on the schedule and modality of the Committee session to ensure the safety and well-being of all participants will be communicated as soon as practicable.

Credentials

Delegations are kindly requested to submit letters of credentials to Mr. Weimin Ren, Director, Transport Division, ESCAP, United Nations Building, Rajadamnern Nok Avenue, Bangkok 10200, Thailand, Fax: (66-2) 288-1067, 288-3050, at their earliest convenience prior to 1 October 2018.. Letters of credential should be addressed to the Executive Secretary of the ESCAP and emailed to [email protected].

Members of delegations are kindly reminded to bring official identification with them, duly signed by the appropriate authorities of their respective Governments/Agencies/Organizations, and provide them to the Secretariat staff at the registration counter located on the ground floor of the UNCC along with a copy of the letter of credentials indicating their appointment to the delegation.

Registration and identification badges

Participants are requested to register and obtain a visitor’s badge with ID picture on the first day of the meeting, i.e. Monday, 19 November 2018 between 08.00 hours and 09.00 hours. This is done at the Registration Counter located on the ground floor of the UNCC. Participants who are not able to register during the time indicated above are requested to do so immediately upon their arrival at UNCC and before going to the conference room. This procedure is important for security reason and will also ensure that all participants’ names appear on the list of participants.

Online registration

In conformity with standard United Nations security procedures, all participants must complete a mandatory online registration at https://meetings.unescap.org/. Participants are encouraged to complete this procedure well in advance of the meeting and no later than 1 October 2018. To facilitate the process, participants are encouraged to submit their photo in advance.

For identification and security reasons, all participants are requested to wear their meeting badges at all times when on the United Nations compound, and also during the meeting and at social functions. The loss of a meeting badge should be communicated to the Conference Management Unit, located on the ground floor of the UNCC behind the registration counter, so that a new one can be issued immediately.

Meeting documents

The secretariat has adopted a paperless approach to meetings. As a result, participants are expected to get acquainted with all the meeting documents prior to the meeting. Should participants wish hard copies of the documents, they are expected to bring them to the meeting. These documents will be made available prior to the session at www.unescap.org/events/committee-transport-fifth-session

Participants wishing to circulate any papers or literature at the meeting are requested to consult staff from the secretariat servicing the meeting for the necessary arrangements.

Daily subsistence allowance

ESCAP does not provide financial assistance for participation in the 5th session of the Committee on Transport. However, it does cover the travel expenses of officials participating in the workshop on cross-border co-deployment of fibre optic infrastructure along road and rail networks. In that regard, the following shall apply:

Depending on which of the above applies, participants whose travel is sponsored (or partly sponsored) by ESCAP will receive a DSA to cover all costs associated with their participation in the meeting, including accommodation, meals and local transport while in Bangkok. A voucher to be cashed at the bank located on the ESCAP premises will be given to participants. Participants will receive their vouchers against submittal of a copy of their passports, copy of their air-tickets and the original boarding pass(es) for the flight(s) to Bangkok. To facilitate the issuance of vouchers, eligible participants are kindly requested to come with read-made copies of their passports. To date, the DSA for Bangkok is Thai Baht 7,150 (about US$ 216). Please note that this amount is subject to change without prior notice.

Participants who are unable to stay for the entire duration of the meeting are requested to inform the secretariat as soon as possible after their arrival so that the DSA can be adjusted accordingly.

In those cases where the participation costs are borne by ESCAP, the secretariat will provide only travel and DSA as expressed and will not assume responsibility for any other expenditures, including the following:

High-level Policy Dialogue on Sovereign Financing for Sustainable Development and Training on Sustainability Bond Issuance in the Bhutan Context

Bhutan remains highly exposed to climate change impacts and natural disasters, which pose a significant threat to Bhutan’s economic stability with potential impacts seen to citizen’s livelihoods, particularly those working in the agricultural sector. As Bhutan maintains its carbon-negative status in the face of mounting pressure to accelerate economic growth, the additional burden of climate adaptation and mitigation entails enormous costs. Bhutan graduated from its LDC status in December 2023, which curtails its access to concessional financing and furthers the need to leverage alternative and innovative sources of finance.

Globally, the United Nations Secretary-General launched the “SDG Stimulus to deliver the 2030 Agenda for Sustainable Development” in February 2023. Together with reforms of the international financial architecture, it calls for immediate actions to cut government borrowing costs and make financing for governments longer-term.

At the request of the Government of Bhutan, ESCAP is organizing a half-day policy dialogue on sovereign financing and two-day sustainability bond issuance training.

Overall Objectives

The workshop will:

  • Explore policy options to lower government financing costs from national and international community’s perspectives.
  • Introduce the ESCAP macroeconomic model to assess the long-term impacts of selected national policies on economic, social, and environmental outcomes.
  • Provide a refresher from last year's training and updates on the current status of the government’s Sustainability Bond Issuance.
  • Review the final Sustainable Finance Framework and its key features.
  • Develop a common understanding of the principles of sustainability bond issuance and taxonomies for the issuance of sustainable debt instruments.
  • Ensure a comprehensive understanding of sustainability bond issuance through best practice case studies.
  • Identify the pipeline of projects which should be prioritized under the bond framework, ensuring alignment with national priorities and nationally determined contributions (NDCs).
  • Build an understanding of the listing process for a sustainability bond on international exchanges.
  • Improve understanding of post-issuance reporting and monitoring.
