The Government of Tonga in collaboration with UNESCAP and PIFS are co-organizing this first national policy coherence consultation for the implementation of the TSDF II, SDGs and 2050 Strategy Implementation Plan.

Effective development planning, strategic coordination, and inclusive partnership are critical considerations for national-level SDG implementation. However, because of the variety of frameworks and approaches, economic planners and practitioners frequently face practical challenges in delivering these national development strategies on time due to a lack of resources, expertise, and the robustness of their processes, institutions, and systems. With the new 2050 Strategy implementation plan, new opportunities for synergy with the 2030 Agenda for Sustainable Development and the advancement of the SDGs target are emerging.

To ensure that policymakers are given adequate resources and expertise to adopt an integrated approach to scale up policy coherence and partnerships for the SDGs, this policy dialogue will showcase meaningful peer-learning opportunities among multi-stakeholder and how these frameworks and approaches contribute to the formulation of national policy agenda and regional collective actions. The discussion will highlight issues that are critical to advancing national development strategies with regional and global frameworks.

In addition to the Tonga consultation, Tonga along with ESCAP Pacific Office and PIFS will discuss these issues at the 11th APFSD in February 2024 and other regional forums

General

The sixth session of the Committee on Transport is scheduled to be held from 12 to 13 November 2020.

The secretariat is monitoring the rapidly evolving situation with regard to the COVID-19 outbreak and is putting into place measures to mitigate public health risks associated with mass gatherings. The secretariat continues to receive guidance from the World Health Organization, the authorities of the host country of ESCAP and the United Nations Secretariat.

Decisions on the schedule and modality of the Committee session to ensure the safety and well-being of all participants will be communicated as soon as practicable.

Credentials

Delegations are kindly requested to submit letters of credentials to Mr. Weimin Ren, Director, Transport Division, ESCAP, United Nations Building, Rajadamnern Nok Avenue, Bangkok 10200, Thailand, Fax: (66-2) 288-1067, 288-3050, at their earliest convenience prior to 1 October 2018.. Letters of credential should be addressed to the Executive Secretary of the ESCAP and emailed to [email protected].

Members of delegations are kindly reminded to bring official identification with them, duly signed by the appropriate authorities of their respective Governments/Agencies/Organizations, and provide them to the Secretariat staff at the registration counter located on the ground floor of the UNCC along with a copy of the letter of credentials indicating their appointment to the delegation.

Registration and identification badges

Participants are requested to register and obtain a visitor’s badge with ID picture on the first day of the meeting, i.e. Monday, 19 November 2018 between 08.00 hours and 09.00 hours. This is done at the Registration Counter located on the ground floor of the UNCC. Participants who are not able to register during the time indicated above are requested to do so immediately upon their arrival at UNCC and before going to the conference room. This procedure is important for security reason and will also ensure that all participants’ names appear on the list of participants.

Online registration

In conformity with standard United Nations security procedures, all participants must complete a mandatory online registration at https://meetings.unescap.org/. Participants are encouraged to complete this procedure well in advance of the meeting and no later than 1 October 2018. To facilitate the process, participants are encouraged to submit their photo in advance.

For identification and security reasons, all participants are requested to wear their meeting badges at all times when on the United Nations compound, and also during the meeting and at social functions. The loss of a meeting badge should be communicated to the Conference Management Unit, located on the ground floor of the UNCC behind the registration counter, so that a new one can be issued immediately.

Meeting documents

The secretariat has adopted a paperless approach to meetings. As a result, participants are expected to get acquainted with all the meeting documents prior to the meeting. Should participants wish hard copies of the documents, they are expected to bring them to the meeting. These documents will be made available prior to the session at www.unescap.org/events/committee-transport-fifth-session

Participants wishing to circulate any papers or literature at the meeting are requested to consult staff from the secretariat servicing the meeting for the necessary arrangements.

Daily subsistence allowance

ESCAP does not provide financial assistance for participation in the 5th session of the Committee on Transport. However, it does cover the travel expenses of officials participating in the workshop on cross-border co-deployment of fibre optic infrastructure along road and rail networks. In that regard, the following shall apply:

Depending on which of the above applies, participants whose travel is sponsored (or partly sponsored) by ESCAP will receive a DSA to cover all costs associated with their participation in the meeting, including accommodation, meals and local transport while in Bangkok. A voucher to be cashed at the bank located on the ESCAP premises will be given to participants. Participants will receive their vouchers against submittal of a copy of their passports, copy of their air-tickets and the original boarding pass(es) for the flight(s) to Bangkok. To facilitate the issuance of vouchers, eligible participants are kindly requested to come with read-made copies of their passports. To date, the DSA for Bangkok is Thai Baht 7,150 (about US$ 216). Please note that this amount is subject to change without prior notice.

Participants who are unable to stay for the entire duration of the meeting are requested to inform the secretariat as soon as possible after their arrival so that the DSA can be adjusted accordingly.

In those cases where the participation costs are borne by ESCAP, the secretariat will provide only travel and DSA as expressed and will not assume responsibility for any other expenditures, including the following:

  1. You are representing your Government only at the 5th session of the Committee on Transport: ESCAP does not provide any financial support and participation is on a self-financing basis.
  2. You are representing your Government only at the workshop on co-deployment: ESCAP provides air-ticket and Daily Subsistence Allowance (DSA) for two nights (i.e. 21 and 22 November 2018 depending on flight schedule.
  3. You are representing your Government at both the 5th session of the Committee on Transport and the workshop on co-deployment: ESCAP provides air-ticket and DSA for two nights (i.e. 21 and 22 November 2018 depending on flight schedule and participants have to cover three nights on a self-financing basis (i.e. 18 to 20 November 2018).
    1. all expenses in the home country incidental to travel abroad, including expenditure for visa, medical examination, inoculations and other such miscellaneous items and internal travel to and from the airport of arrival and departure in the home country;
    2. salary and related allowances for the participants during the period of the meeting;
    3. cost incurred by participants in respect of travel insurance, accident insurance, medical bills or hospitalization fees in connection with attending the meeting;
    4. compensation in the event of death or disability of participants in connection with attending the meeting;
    5. any loss of or damage to personal property of participants while attending the meeting or losses or damages claimed by third parties as a result of any negligence on the part of the participants;
    6. any other expenses of a personal nature, not directly related to the purpose of the meeting.

Samoa National Workshop on “Digital and Transport Connectivity for the Socioeconomic Resilience of Rural Communities during the post-COVID-19 Period in Asia-Pacific Countries”

Many developing rural communities within the Asia-Pacific Countries have inadequate access to the Internet, digital products and services, transport connections and services, and public utilities, compared to urban areas and rural communities in advanced Asia-Pacific countries. This inadequate accessibility hampered the abilities of rural communities to effectively respond to the COVID-19 pandemic and other external shocks. The COVID-19 pandemic has clearly demonstrated the linkage between digitalization, transport connectivity and development.

In response to the connectivity gaps above, ESCAP is implementing a project, with an objective to strengthen the capacity of government officials in three pilot countries, namely, Bangladesh, Lao People’s Democratic Republic, and Samoa, to develop innovative national level strategies for improving rural digital and transport connectivity for socio-economic resilience.

The project is being implemented by the Information and Communications Technology and Disaster Risk Reduction Division (IDD), and the Transport Division (TD) of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), in collaboration with partner organizations and national institutions. Under the project, a regional inception meeting was held on 3 November 2022 in a hybrid format in Bangkok with the three participating countries to discuss project focus and deliverables, secure multi-stakeholder support, discuss selection of target rural communities in each pilot country, and national focal points for the project. The regional inception meeting provided useful guidance for the initial national studies in the participating countries. As a follow-up activity, a national workshop for Lao PDR was already organized in Vientiane on 30-31 May 2023.

In this connection, ESCAP will organize a 2-day national workshop on 22-23 November 2023 in collaboration with the Ministry of Communications and Information Technology and the Ministry of Works, Transport and Infrastructure of Samoa. The objective of the workshop will be to review and discuss the initial research and assessment findings, as well as develop national actionable strategies to improve digital and transport connectivity in Samoa. The workshop will feature presentations by national consultants and experts from the ICT and transport sectors. On Day 2, a panel discussion will be held to discuss towards the development of actionable strategies for improving rural digital and transport connectivity for socio-economic resilience. The participants of the workshop will be the official representatives and stakeholders from Samoa from both ICT and transport sectors.

Regional Preparatory Meeting for the Pacific Region: 4th International Conference on Small Island Developing States

In its resolution 77/245, the General Assembly decided to convene in 2023, prior to the commencement of its 78th session, a regional preparatory meeting in each of the three regions of small island developing States, as well as an interregional preparatory meeting for all small island developing States, to identify and develop input for the Conference, while maximizing coherence and complementarity with respect to other preparatory work.

The preparatory meeting for the Pacific region will be held on 16-18 August 2023 in Nuku'alofa, Tonga.

General

The sixth session of the Committee on Transport is scheduled to be held from 12 to 13 November 2020.

The secretariat is monitoring the rapidly evolving situation with regard to the COVID-19 outbreak and is putting into place measures to mitigate public health risks associated with mass gatherings. The secretariat continues to receive guidance from the World Health Organization, the authorities of the host country of ESCAP and the United Nations Secretariat.

Decisions on the schedule and modality of the Committee session to ensure the safety and well-being of all participants will be communicated as soon as practicable.

Credentials

Delegations are kindly requested to submit letters of credentials to Mr. Weimin Ren, Director, Transport Division, ESCAP, United Nations Building, Rajadamnern Nok Avenue, Bangkok 10200, Thailand, Fax: (66-2) 288-1067, 288-3050, at their earliest convenience prior to 1 October 2018.. Letters of credential should be addressed to the Executive Secretary of the ESCAP and emailed to [email protected].

Members of delegations are kindly reminded to bring official identification with them, duly signed by the appropriate authorities of their respective Governments/Agencies/Organizations, and provide them to the Secretariat staff at the registration counter located on the ground floor of the UNCC along with a copy of the letter of credentials indicating their appointment to the delegation.

Registration and identification badges

Participants are requested to register and obtain a visitor’s badge with ID picture on the first day of the meeting, i.e. Monday, 19 November 2018 between 08.00 hours and 09.00 hours. This is done at the Registration Counter located on the ground floor of the UNCC. Participants who are not able to register during the time indicated above are requested to do so immediately upon their arrival at UNCC and before going to the conference room. This procedure is important for security reason and will also ensure that all participants’ names appear on the list of participants.

Online registration

In conformity with standard United Nations security procedures, all participants must complete a mandatory online registration at https://meetings.unescap.org/. Participants are encouraged to complete this procedure well in advance of the meeting and no later than 1 October 2018. To facilitate the process, participants are encouraged to submit their photo in advance.

For identification and security reasons, all participants are requested to wear their meeting badges at all times when on the United Nations compound, and also during the meeting and at social functions. The loss of a meeting badge should be communicated to the Conference Management Unit, located on the ground floor of the UNCC behind the registration counter, so that a new one can be issued immediately.

Meeting documents

The secretariat has adopted a paperless approach to meetings. As a result, participants are expected to get acquainted with all the meeting documents prior to the meeting. Should participants wish hard copies of the documents, they are expected to bring them to the meeting. These documents will be made available prior to the session at www.unescap.org/events/committee-transport-fifth-session

Participants wishing to circulate any papers or literature at the meeting are requested to consult staff from the secretariat servicing the meeting for the necessary arrangements.

Daily subsistence allowance

ESCAP does not provide financial assistance for participation in the 5th session of the Committee on Transport. However, it does cover the travel expenses of officials participating in the workshop on cross-border co-deployment of fibre optic infrastructure along road and rail networks. In that regard, the following shall apply:

Depending on which of the above applies, participants whose travel is sponsored (or partly sponsored) by ESCAP will receive a DSA to cover all costs associated with their participation in the meeting, including accommodation, meals and local transport while in Bangkok. A voucher to be cashed at the bank located on the ESCAP premises will be given to participants. Participants will receive their vouchers against submittal of a copy of their passports, copy of their air-tickets and the original boarding pass(es) for the flight(s) to Bangkok. To facilitate the issuance of vouchers, eligible participants are kindly requested to come with read-made copies of their passports. To date, the DSA for Bangkok is Thai Baht 7,150 (about US$ 216). Please note that this amount is subject to change without prior notice.

Participants who are unable to stay for the entire duration of the meeting are requested to inform the secretariat as soon as possible after their arrival so that the DSA can be adjusted accordingly.

In those cases where the participation costs are borne by ESCAP, the secretariat will provide only travel and DSA as expressed and will not assume responsibility for any other expenditures, including the following:

  1. You are representing your Government only at the 5th session of the Committee on Transport: ESCAP does not provide any financial support and participation is on a self-financing basis.
  2. You are representing your Government only at the workshop on co-deployment: ESCAP provides air-ticket and Daily Subsistence Allowance (DSA) for two nights (i.e. 21 and 22 November 2018 depending on flight schedule.
  3.     2. salary and related allowances for the participants during the period of the meeting;

ESCAP Technical R Training for LNOB Analysis in Tonga

  1. Background

Leaving no one behind (LNOB) is the central, transformative promise of the 2030 Agenda for Sustainable Development and its Sustainable Development Goals. LNOB means moving beyond assessing average and aggregate progress, towards ensuring progress for all population groups at a disaggregated level.

To support governments and the United Nations system in the Asia-Pacific region, the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) has developed a user-friendly diagnostic tool called Leave No One Behind (LNOB) platform. The tool is used to improve the understanding of how various circumstances intersect and create inequalities in access to basic opportunities covered by the Sustainable Development Goals. Building on empirical methodologies such as Classification and Regress Trees (CART) and the Dissimilarity index (D-index), it uses data and statistics at national and subnational levels to identify groups left furthest behind and the circumstances they share.

In this technical R training, ESCAP took participants through the inner workings of its LNOB platform, using the statistical R code that prepares, analyzes and produces evidence on 16 SDG indicators based on the Tonga Multiple Indicator Cluster Survey (MICS) from 2019. In addition to replicating the results hosted in LNOB platform, participants would also learn how to operationalize the LNOB methodology on indicators other than those currently available on the platform and to carry out LNOB analysis, using other nationally representative surveys such as Household Income Expenditure Survey upon availability.

  1. Training Objectives

The primary objective of this statistical training was to strengthen national capacities in building the evidence base to developing policies that reduce inequality of opportunity and accelerate the implementation of the Sustainable Development Goals, by making sure that those left behind are also included.

At the end of the training, technical officials and specialists were able to map out inequalities in access to opportunities and prevalence of barriers for which they have data and identify furthest behind and furthest ahead and quantify the level of inequality at national and sub-national levels through the D-Index.

  1. Target Audience

The statistical training drew participation from technical officials and specialists in ministries, departments and agencies, academia, think-thanks, research institution and the United Nations system entities. The Tonga Statistics Department along with the United Nations Resident Coordinator’s Office were key partners of ESCAP in organizing this training. The target audience was expected to reach maximum 25 trainees. Given the complexity of the code and the short duration of the training, a basic level of understanding of and experience with statistical software programmes such as R and Stata would be helpful to follow the instructions. Participants would need to follow pre-training guidelines for installing and preparing the R Studio environment and obtain relevant data. It might be beneficial, but is not required, for participants to review basic R skills available online through tutorials.

  1. Organization and Participation

The statistical training was organized physically at the Tonga Statistics Department Conference Room, Nuku’alofa, Tonga, on 8-9 March 2023. The meeting was conducted in English. The tentative programme of the training is on the Event Programme tab.

This session begins the LNOB R code where our independent (circumstances) and dependent (indicators) variables are defined. Using MICS data, participants will create a focused data frame which includes data for the defined variables, with the intention of learning how to sort through and manipulate large amounts of data in R. Participants will also be guided to explore different ways to use R to produce simple results including access rates of different population groups. For this first indicator we will focus on access to Basic drinking water.

Once data are prepared, participants will run the CART algorithm and D-index calculations at the national level for the Basic drinking water indicator and its defined circumstances. Results will be verified on the https://lnob.unescap.org/ platform.

The LNOB platform uses MICS and DHS as its primary data source, given its comparability across Asia and the Pacific. However, the LNOB methodology can be applied to any dataset. This session will first focus on a new SDG indicator from MICS, namely child marriage (SDG 5.3). Upon availability, it will then focus on selected indicators from Tonga’s latest Household Income and Expenditure Survey.

The sixth session of the Committee on Transport is scheduled to be held from 12 to 13 November 2020.

The secretariat is monitoring the rapidly evolving situation with regard to the COVID-19 outbreak and is putting into place measures to mitigate public health risks associated with mass gatherings. The secretariat continues to receive guidance from the World Health Organization, the authorities of the host country of ESCAP and the United Nations Secretariat.

Decisions on the schedule and modality of the Committee session to ensure the safety and well-being of all participants will be communicated as soon as practicable.

Credentials

Delegations are kindly requested to submit letters of credentials to Mr. Weimin Ren, Director, Transport Division, ESCAP, United Nations Building, Rajadamnern Nok Avenue, Bangkok 10200, Thailand, Fax: (66-2) 288-1067, 288-3050, at their earliest convenience prior to 1 October 2018.. Letters of credential should be addressed to the Executive Secretary of the ESCAP and emailed to [email protected].

Members of delegations are kindly reminded to bring official identification with them, duly signed by the appropriate authorities of their respective Governments/Agencies/Organizations, and provide them to the Secretariat staff at the registration counter located on the ground floor of the UNCC along with a copy of the letter of credentials indicating their appointment to the delegation.

Registration and identification badges

Participants are requested to register and obtain a visitor’s badge with ID picture on the first day of the meeting, i.e. Monday, 19 November 2018 between 08.00 hours and 09.00 hours. This is done at the Registration Counter located on the ground floor of the UNCC. Participants who are not able to register during the time indicated above are requested to do so immediately upon their arrival at UNCC and before going to the conference room. This procedure is important for security reason and will also ensure that all participants’ names appear on the list of participants.

Online registration

In conformity with standard United Nations security procedures, all participants must complete a mandatory online registration at https://meetings.unescap.org/. Participants are encouraged to complete this procedure well in advance of the meeting and no later than 1 October 2018. To facilitate the process, participants are encouraged to submit their photo in advance.

For identification and security reasons, all participants are requested to wear their meeting badges at all times when on the United Nations compound, and also during the meeting and at social functions. The loss of a meeting badge should be communicated to the Conference Management Unit, located on the ground floor of the UNCC behind the registration counter, so that a new one can be issued immediately.

Meeting documents

The secretariat has adopted a paperless approach to meetings. As a result, participants are expected to get acquainted with all the meeting documents prior to the meeting. Should participants wish hard copies of the documents, they are expected to bring them to the meeting. These documents will be made available prior to the session at www.unescap.org/events/committee-transport-fifth-session

Participants wishing to circulate any papers or literature at the meeting are requested to consult staff from the secretariat servicing the meeting for the necessary arrangements.

Daily subsistence allowance

ESCAP does not provide financial assistance for participation in the 5th session of the Committee on Transport. However, it does cover the travel expenses of officials participating in the workshop on cross-border co-deployment of fibre optic infrastructure along road and rail networks. In that regard, the following shall apply:

Depending on which of the above applies, participants whose travel is sponsored (or partly sponsored) by ESCAP will receive a DSA to cover all costs associated with their participation in the meeting, including accommodation, meals and local transport while in Bangkok. A voucher to be cashed at the bank located on the ESCAP premises will be given to participants. Participants will receive their vouchers against submittal of a copy of their passports, copy of their air-tickets and the original boarding pass(es) for the flight(s) to Bangkok. To facilitate the issuance of vouchers, eligible participants are kindly requested to come with read-made copies of their passports. To date, the DSA for Bangkok is Thai Baht 7,150 (about US$ 216). Please note that this amount is subject to change without prior notice.

Participants who are unable to stay for the entire duration of the meeting are requested to inform the secretariat as soon as possible after their arrival so that the DSA can be adjusted accordingly.

In those cases where the participation costs are borne by ESCAP, the secretariat will provide only travel and DSA as expressed and will not assume responsibility for any other expenditures, including the following:

  1. You are representing your Government only at the 5th session of the Committee on Transport: ESCAP does not provide any financial support and participation is on a self-financing basis.
  2. You are representing your Government only at the workshop on co-deployment: ESCAP provides air-ticket and Daily Subsistence Allowance (DSA) for two nights (i.e. 21 and 22 November 2018 depending on flight schedule.

    6. any other expenses of a personal nature, not directly related to the purpose of the meeting.

National Consultation on updating UNTF Survey results for Tonga

The United Nations Regional Commissions have been conducting the Global Survey on Digital and Sustainable Trade Facilitation (UNTF Survey) since 2015 to review the progress of trade facilitation reforms in their respective Member States. The initiative, led and coordinated by ESCAP, supports the implementation of the WTO Trade Facilitation Agreement, as well as emerging regional and global initiatives on paperless trade or e-trade, such as the recent Framework Agreement on Facilitation of Cross-Border Paperless Trade in Asia and the Pacific (CPTA). The survey covers a WTO TFA+ set of nearly 60 trade facilitation measures categorized into eleven sub- groups, namely: Transparency; Formalities; Institutional arrangement and cooperation; Transit facilitation; Paperless trade; Cross-border paperless trade; Trade facilitation for SMEs; Agricultural trade facilitation; Women in trade facilitation; Trade finance for trade facilitation; and Trade facilitation in times of crisis.

This national consultation aims to validate information and data collected to update the UNTF Survey results for Tonga. Preliminary information and data were collected through individual interviews with agencies and stakeholders, and the initial and consolidated responses will be presented at the national consultation. The update and national consultation are supported by the United Nations Development Account Project on Transport and Trade Connectivity in the Age of Pandemics.

An Introduction to the Leaving No One Behind (LNOB) Analysis, a virtual training for Tonga

Introduction:

In the 2030 Agenda for Sustainable Development, world leaders pledged to Leave No One Behind by committing to eradicate poverty in all its forms, end discrimination and exclusion and reduce inequalities and vulnerabilities.

‘Leaving No One Behind’ means providing universal access to basic services and opportunities, irrespective of a person’s age, sex, ethnicity, wealth or place of residence. It means upholding everyone’s right to access, enshrined in international human rights law and national legislation across the world.

To support governments and the United Nations system in the Asia-Pacific region, the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) has developed a Leave No One Behind (LNOB) analytical tool. The tool is used to improve the understanding of how various circumstances intersect and create inequalities in access to basic opportunities covered by the Sustainable Development Goals (SDGs). It uses data and statistics to identify groups left furthest behind and the circumstances holding them back.

In this introductory training we will cover how the UNESCAP tool works and can be used to strengthen policy interventions for a more equal and inclusive Asia-Pacific region. Each training is customized to the country where it is being delivered. 

Course Objectives:

By the end of this course, participants will: 

  1. Understand the Classification and Regression Tree (CART) methodology and how it is used to identify the furthest behind. 
  2. Understand the Dissimilarity Index (D-Index) and how it is calculated to provide a single numerical value that summarizes inequality in a particular development area. 
  3. Have a thorough review of the 15 indicators covered in the UNESCAP LNOB tool.
  4. Understand all the graphs and charts included in the UNESCAP LNOB tool, as well as navigating through the tool. 
  5. Learn how the analysis can be adapted to best serve individual country requirements. 

Target Audience:

This course is open to participants from the Government, the United Nations Country Team, academia and civil society. It is best suited for those who are involved in policymaking related to the SDGs or who are working with groups left furthest behind. The LNOB tool can be accessed at: https://lnob.unescap.org

Should participants wish hard copies of the documents, they are expected to bring them to the meeting. Participants wishing to circulate any papers or literature at the meeting are requested to consult staff from the secretariat servicing the meeting for the necessary arrangements.

Daily subsistence allowance

ESCAP does not provide financial assistance for participation in the 5th session of the Committee on Transport. However, it does cover the travel expenses of officials participating in the workshop on cross-border co-deployment of fibre optic infrastructure along road and rail networks. In that regard, the following shall apply:

Depending on which of the above applies, participants whose travel is sponsored (or partly sponsored) by ESCAP will receive a DSA to cover all costs associated with their participation in the meeting, including accommodation, meals and local transport while in Bangkok. A voucher to be cashed at the bank located on the ESCAP premises will be given to participants. Participants will receive their vouchers against submittal of a copy of their passports, copy of their air-tickets and the original boarding pass(es) for the flight(s) to Bangkok. To facilitate the issuance of vouchers, eligible participants are kindly requested to come with read-made copies of their passports. To date, the DSA for Bangkok is Thai Baht 7,150 (about US$ 216). Please note that this amount is subject to change without prior notice.

Participants who are unable to stay for the entire duration of the meeting are requested to inform the secretariat as soon as possible after their arrival so that the DSA can be adjusted accordingly.

In those cases where the participation costs are borne by ESCAP, the secretariat will provide only travel and DSA as expressed and will not assume responsibility for any other expenditures, including the following:

  1. You are representing your Government only at the 5th session of the Committee on Transport: ESCAP does not provide any financial support and participation is on a self-financing basis.
  2. You are representing your Government only at the workshop on co-deployment: ESCAP provides air-ticket and Daily Subsistence Allowance (DSA) for two nights (i.e. 21 and 22 November 2018 depending on flight schedule.
  3. You are representing your Government at both the 5th session of the Committee on Transport and the workshop on co-deployment: ESCAP provides air-ticket and DSA for two nights (i.e. 21 and 22 November 2018 depending on flight schedule and participants have to cover three nights on a self-financing basis (i.e. 18 to 20 November 2018).
    1. all expenses in the home country incidental to travel abroad, including expenditure for visa, medical examination, inoculations and other such miscellaneous items and internal travel to and from the airport of arrival and departure in the home country;
    2. salary and related allowances for the participants during the period of the meeting;
    3. cost incurred by participants in respect of travel insurance, accident insurance, medical bills or hospitalization fees in connection with attending the meeting;
    4. compensation in the event of death or disability of participants in connection with attending the meeting;
    5. any loss of or damage to personal property of participants while attending the meeting or losses or damages claimed by third parties as a result of any negligence on the part of the participants;
    6. any other expenses of a personal nature, not directly related to the purpose of the meeting.

National Consultation on Facilitating Cross-border Paperless Trade: Tonga

Co-organized by Ministry of Trade and Economic Development & Economic and Social Commission for Asia and the Pacific (ESCAP)

In moving forward in the area of trade facilitation and paperless trade in Tonga, legal and technical readiness assessments for cross-border paperless trade will be conducted, under a United Nations ESCAP project as part of the joint UN Development Account project entitled “Transport and trade connectivity in the age of pandemics”.

The purpose of the national consultation is to discuss and review the recommendations and the draft action plan, based on the findings from the assessment.

General

The sixth session of the Committee on Transport is scheduled to be held from 12 to 13 November 2020.

The secretariat is monitoring the rapidly evolving situation with regard to the COVID-19 outbreak and is putting into place measures to mitigate public health risks associated with mass gatherings. The secretariat continues to receive guidance from the World Health Organization, the authorities of the host country of ESCAP and the United Nations Secretariat.

Decisions on the schedule and modality of the Committee session to ensure the safety and well-being of all participants will be communicated as soon as practicable.

Credentials

Delegations are kindly requested to submit letters of credentials to Mr. Weimin Ren, Director, Transport Division, ESCAP, United Nations Building, Rajadamnern Nok Avenue, Bangkok 10200, Thailand, Fax: (66-2) 288-1067, 288-3050, at their earliest convenience prior to 1 October 2018.. Letters of credential should be addressed to the Executive Secretary of the ESCAP and emailed to [email protected].

Members of delegations are kindly reminded to bring official identification with them, duly signed by the appropriate authorities of their respective Governments/Agencies/Organizations, and provide them to the Secretariat staff at the registration counter located on the ground floor of the UNCC along with a copy of the letter of credentials indicating their appointment to the delegation.

Registration and identification badges

Participants are requested to register and obtain a visitor’s badge with ID picture on the first day of the meeting, i.e. Monday, 19 November 2018 between 08.00 hours and 09.00 hours. This is done at the Registration Counter located on the ground floor of the UNCC. Participants who are not able to register during the time indicated above are requested to do so immediately upon their arrival at UNCC and before going to the conference room. This procedure is important for security reason and will also ensure that all participants’ names appear on the list of participants.

Online registration

In conformity with standard United Nations security procedures, all participants must complete a mandatory online registration at https://meetings.unescap.org/. Participants are encouraged to complete this procedure well in advance of the meeting and no later than 1 October 2018. To facilitate the process, participants are encouraged to submit their photo in advance.

For identification and security reasons, all participants are requested to wear their meeting badges at all times when on the United Nations compound, and also during the meeting and at social functions. The loss of a meeting badge should be communicated to the Conference Management Unit, located on the ground floor of the UNCC behind the registration counter, so that a new one can be issued immediately.

Meeting documents

The secretariat has adopted a paperless approach to meetings. As a result, participants are expected to get acquainted with all the meeting documents prior to the meeting.
