    The knowledge of the drivers of food losses in international trade and possible mitigation strategies is still limited. This study focused on the prevalence and drivers of food loss in Indonesian tuna exported to the European Union, the United States, and Japan. The results showed that various existing Non-Tariff Measures (NTMs) are in place to ensure food safety. However, standards and regulations differ significantly among trade partners, and are somewhat more strict than international standards, leading to higher rejection levels. Food loss is evident in the cross-border tuna trade as 20 to 30 per cent of Indonesian tuna is rejected annually.  Drivers of food loss are classified as micro-level drivers consisting of post-harvest damages, lack of infrastructure and facilities; improper sanitation and hygiene in the processing unit, inability to fulfil food safety standards, and socialization of the standards and regulation.  Macro-level drivers are related to the increasing use of NTMs, varying and relatively stricter food safety standards, transparency issues, trading procedures, and institutional factors. At the micro-level, it is important to improve tuna export quality infrastructure and boost the capacity of actors in the value chains to implement best practices. Increasing the socialization about the food safety standard and import regulations and international standards (particularly Codex Alimentarius) is also needed. Meanwhile, NTM streamlining and improving transparency with national trade portals and help desk services are also important to facilitate trade and reduce food loss.

    Mobile apps are the newest emerging tool, enabling efficiency in cross-border paperless trade, facilitating movement of people, and providing enhanced visibility and traceability of the supply chain. Mobile apps, along with advanced technologies and sometimes as their extension, play facilitating role in cross-border activities such as during the transaction of the commodities, management of logistics, services provided to travelers, economic operators, customs, and other border agencies. Their use covers almost all categories of cross-border business processes, including controls for food safety, enforcement services, health, customs e-declarations, transit procedures, automatic queuing management, etc.

    The webinar aims to identify how mobile apps can be used for facilitating cross border trade and movement of goods, including practical use cases with discussion on their implementation, opportunities as well as limitations.

    The sixth session of the Committee on Transport is scheduled to be held from 12 to 13 November 2020.

    The secretariat is monitoring the rapidly evolving situation with regard to the COVID-19 outbreak and is putting into place measures to mitigate public health risks associated with mass gatherings. The secretariat continues to receive guidance from the World Health Organization, the authorities of the host country of ESCAP and the United Nations Secretariat.

    Decisions on the schedule and modality of the Committee session to ensure the safety and well-being of all participants will be communicated as soon as practicable.

    Credentials

    Delegations are kindly requested to submit letters of credentials to Mr. Weimin Ren, Director, Transport Division, ESCAP, United Nations Building, Rajadamnern Nok Avenue, Bangkok 10200, Thailand, Fax: (66-2) 288-1067, 288-3050, at their earliest convenience prior to 1 October 2018.. Letters of credential should be addressed to the Executive Secretary of the ESCAP and emailed to [email protected].

    Members of delegations are kindly reminded to bring official identification with them, duly signed by the appropriate authorities of their respective Governments/Agencies/Organizations, and provide them to the Secretariat staff at the registration counter located on the ground floor of the UNCC along with a copy of the letter of credentials indicating their appointment to the delegation.

    Registration and identification badges

    Participants are requested to register and obtain a visitor’s badge with ID picture on the first day of the meeting, i.e. Monday, 19 November 2018 between 08.00 hours and 09.00 hours. This is done at the Registration Counter located on the ground floor of the UNCC. Participants who are not able to register during the time indicated above are requested to do so immediately upon their arrival at UNCC and before going to the conference room. This procedure is important for security reason and will also ensure that all participants’ names appear on the list of participants.

    Online registration

    In conformity with standard United Nations security procedures, all participants must complete a mandatory online registration at https://meetings.unescap.org/. Participants are encouraged to complete this procedure well in advance of the meeting and no later than 1 October 2018. To facilitate the process, participants are encouraged to submit their photo in advance.

    For identification and security reasons, all participants are requested to wear their meeting badges at all times when on the United Nations compound, and also during the meeting and at social functions. The loss of a meeting badge should be communicated to the Conference Management Unit, located on the ground floor of the UNCC behind the registration counter, so that a new one can be issued immediately.

    Meeting documents

    The secretariat has adopted a paperless approach to meetings. As a result, participants are expected to get acquainted with all the meeting documents prior to the meeting. Should participants wish hard copies of the documents, they are expected to bring them to the meeting. These documents will be made available prior to the session at www.unescap.org/events/committee-transport-fifth-session

    Participants wishing to circulate any papers or literature at the meeting are requested to consult staff from the secretariat servicing the meeting for the necessary arrangements.

    Daily subsistence allowance

    ESCAP does not provide financial assistance for participation in the 5th session of the Committee on Transport. However, it does cover the travel expenses of officials participating in the workshop on cross-border co-deployment of fibre optic infrastructure along road and rail networks. In that regard, the following shall apply:

    Depending on which of the above applies, participants whose travel is sponsored (or partly sponsored) by ESCAP will receive a DSA to cover all costs associated with their participation in the meeting, including accommodation, meals and local transport while in Bangkok. A voucher to be cashed at the bank located on the ESCAP premises will be given to participants. Participants will receive their vouchers against submittal of a copy of their passports, copy of their air-tickets and the original boarding pass(es) for the flight(s) to Bangkok. To facilitate the issuance of vouchers, eligible participants are kindly requested to come with read-made copies of their passports. To date, the DSA for Bangkok is Thai Baht 7,150 (about US$ 216). Please note that this amount is subject to change without prior notice.

    Participants who are unable to stay for the entire duration of the meeting are requested to inform the secretariat as soon as possible after their arrival so that the DSA can be adjusted accordingly.

    In those cases where the participation costs are borne by ESCAP, the secretariat will provide only travel and DSA as expressed and will not assume responsibility for any other expenditures, including the following:

    1. You are representing your Government only at the 5th session of the Committee on Transport: ESCAP does not provide any financial support and participation is on a self-financing basis.
    2. You are representing your Government only at the workshop on co-deployment: ESCAP provides air-ticket and Daily Subsistence Allowance (DSA) for two nights (i.e. 21 and 22 November 2018 depending on flight schedule.
    3. You are representing your Government at both the 5th session of the Committee on Transport and the workshop on co-deployment: ESCAP provides air-ticket and DSA for two nights (i.e. 21 and 22 November 2018 depending on flight schedule and participants have to cover three nights on a self-financing basis (i.e. 18 to 20 November 2018).
      1. all expenses in the home country incidental to travel abroad, including expenditure for visa, medical examination, inoculations and other such miscellaneous items and internal travel to and from the airport of arrival and departure in the home country;
      2. salary and related allowances for the participants during the period of the meeting;
      3. cost incurred by participants in respect of travel insurance, accident insurance, medical bills or hospitalization fees in connection with attending the meeting;
      4. compensation in the event of death or disability of participants in connection with attending the meeting;
      5. any loss of or damage to personal property of participants while attending the meeting or losses or damages claimed by third parties as a result of any negligence on the part of the participants;
      6. any other expenses of a personal nature, not directly related to the purpose of the meeting.

    Yann Duval is currently Chief of Trade Policy and Facilitation at ESCAP, the regional branch of the United Nations Secretariat for Asia and the Pacific. Over the past 20 years at UN ESCAP, Mr. Duval has conducted research and delivered technical assistance and advisory services on trade policy and facilitation throughout Asia and the Pacific, including on the WTO Agreements. He spearheaded the development of the Asia-Pacific Research and Training Network on Trade (ARTNeT), as well as the creation of the ESCAP-World Bank Trade Cost Database and the UN Global Survey on Digital and Sustainable Trade Facilitation.

    His trade policy research and advocacy work has emphasized the importance of mainstreaming sustainable development objectives into trade policy and facilitation. He has led the preparation of UN ESCAP flagship reports on trade and investment in collaboration with UNCTAD and UNEP, examining the role of non-tariff measures in sustainable development as well as how to promote climate-smart trade and investment. During the COVID-19 crisis, he coordinated a UN-wide initiative to develop model provisions in trade agreements for trade in time of crisis, including in cooperation with WTO and civil society organizations. His current work focuses on leveraging digital trade for sustainable development and the design of sustainable development provisions in regional trade agreements.

    Mr. Duval was instrumental in the development and negotiation of the Framework Agreement on Facilitation of Cross-Border Paperless Trade in Asia and the Pacific, a UN treaty which entered into force in 2021. He has overseen readiness assessments for cross-border paperless trade in over a dozen countries and co-led the preparation of the WTO/ESCAP/UNCITRAL Cross-Border Paperless Trade Toolkit (2022) as well as the UN online course on Next-Generation Trade Facilitation.

    He has actively promoted the use of advanced information and communication technologies for research and building capacity in policy making, including through the launch of the online Trade Intelligence and Negotiation Adviser (TINA), a tool aimed at supporting developing countries in preparing for trade negotiations.

    Prior to joining the UN, He held faculty positions and taught economics and management at the Asian Institute of Technology and Washington State University, USA. He holds a PhD in Agricultural Economics from Kansas State University and an engineering degree from PURPAN Toulouse, France.

    Hans is currently the chairman on IPCSA and has worked in the transport and logistics sea trade sector for 50 years.  He started his career at a shipping agency and, having gaining experience in all facets of import and export services.  Hans worked for the PCS for Rotterdam, Portbase from its inception up until 2018.  Hans is also one of the gurus on EDI standardisation – he joined UN working groups to establish UN/CEFACT EDIFACT messages for the global sea trade industry.

    Ms. Florence Binta Diao-Gueye joined the Secretariat of the International Chamber of Commerce in 2016 and is part of the Global Policy Team. In addition to leading the Commission on Customs and Trade Facilitation, she is also working on trade and investment policy. Recently, she joined the team of ICC’s Digital Standards Initiative. Ms Diao-Gueye previously assisted the Incoterms® 2020 Drafting Group during the revision process and she has contributed to several publications such as the ICC Leniency Manual. 

    Ms. Diao-Gueye holds a Masters in International Security from Sciences Po Paris with specializations in African Studies and Defence & Security Economics with a focus on illicit trade, post-conflict reconstruction and development. She also has an LL.M. in International Law from Descartes University Paris (2016).

    Mr. Butiong oversees and coordinates ADB’s overall regional cooperation and integration (RCI) operations by providing relevant strategic and technical advice. He develops and maintains thematic policies, strategies, operational plans, and directional papers to guide bankwide regional cooperation and integration work and ensures alignment with ADB’s Strategy 2030.

    Mr. Butiong has over 25 years of professional experience working on regional cooperation and integration and country programming. He joined ADB in February 2004 as a Programs Specialist - Greater Mekong Subregion\ (GMS) in the former Mekong Department. He progressed to Senior Regional Cooperation Specialist and GMS Unit Head, Southeast Asia Department (SERD) in June 2008, and in February 2010, transferred to the Central and West Asia Department (CWRD) to head the Central Asia Regional Economic Cooperation (CAREC) Unit. He was promoted to IS6 in CWRD in December 2010, and in October 2012, he was transferred to South Asia Department (SARD) to head the South Asia Subregional Economic Cooperation (SASEC) Unit. In April 2016, he was promoted to the position of Director of the Regional Cooperation and Operations Coordination Division (SARC), SARD.

    Mr. Butiong was a consultant responsible for various technical assistance projects promoting subregional cooperation in ADB's developing member countries. He was Assistant Vice President and Head of Investments of the Trust Banking Group of the erstwhile Far East Bank and Trust Company (FEBTC) in the Philippines.
    Mr. Butiong holds a Master's degree in Mathematics from Louisiana State University, United States, and graduated magna cum laude with a Bachelor's degree in Applied Mathematics from De La Salle University, Philippines in 1985. He also holds a Certificate in FEBTC-Executive Development Program from the Asian Institute of Management, Philippines.

    Nael Samha is the Acting Executive Director of the Targeting and Analysis Systems Program Directorate (TASPD), Office of Information and Technology (OIT) within Customs and Border Protection (CBP).  The Office of Information and Technology (OIT) enables the day-to-day operations of CBP computer and tactical communications facilities and systems, including hardware, software, data, video, and voice communications. The mission of the Targeting and Analysis Systems Program Directorate (TASPD) is to provide solutions that support CBP inspection and enforcement activities to help CBP Officers and analysts protect our borders and safeguard America.

    Over the past 14 years, XD Samha has been responsible for enhancing, administering, and maintaining intelligence and selectivity and targeting and vetting passenger / cargo systems that help secure the supply chain and support CBP’s layered defense strategy for international cargo and passengers.  These systems are vital to support the CBP mission.  He also led the international technical discussions for CBP/DHS with many International foreign partners, guiding technical design concepts to reality by implementing transparent and collaborative technical platforms across teams.  These include the development and establishment of Pre-Clearance, Joint Security Programs, Mobile programs and biometrics worldwide.    

    XD Samha is currently leading the transformation of the Automated Targeting Systems in the Cargo and Passenger environment including the development of the Global Travel and Tarde Systems and advancing forward the Biometrics systems for CBP and DHS both domestically and internationally.  XD Samha also led the development and successful deployment of the first-in-government Biometrics program that enhances the Entry /Exit process and travel experience using the latest cloud and algorithm technologies.

    Youssef is currently acting CEO of PORTNET S.A. "National Single Window for Foreign Trade Procedures in Morocco", which he joined in 2015 as Chief Information Officer. With his leadership and his strategic and innovative vision, he led the establishment and implementation of several strategic projects allowing the acceleration of the digitization and the simplification of port and foreign trade procedures of Morocco through the Single Window PortNet and works in close collaboration with the various actors of the public and private sectors. Youssef also has solid expertise in banking systems through his previous experience, of more than 7 years, as Team Manager, managing the portfolio of Retail and Corporate projects, within the French group BNP Paribas. 

    Youssef is involved in several technological programs. He is Vice-President of the African Alliance for E-Commerce and he is part of several international projects and programs as an expert in E-Gov and digital transformation as well as in the establishment of single windows and community systems.

She is currently managing capacity building projects on cross-border paperless trade and trade facilitation in the age of pandemics; and supporting the implementation of the Framework Agreement on Facilitation of Cross-border Paperless Trade in Asia and the Pacific. Previously she worked in the Investment and Enterprise Development Section with research focus on foreign direct investment (FDI) and investment regimes and their impact on sustainable development. She also worked to promote public-private sector dialogue by organizing the Asia-Pacific Business Forum (APBF) and supporting the ESCAP Sustainable Business Network (ESBN). Prior to this, she worked at the United Nations Secretariat in New York; local government (United Kingdom); and higher education institution (United Kingdom).     Governments, the UN system, and all disaster risk reduction stakeholders gathered for the seventh session of the Global Platform for Disaster Risk Reduction 2022 in Bali, organized by the United Nations Office for Disaster Risk Reduction and hosted by the Government of Indonesia.  As part of the official GP/DRR programme, the thematic session on data challenges and solutions for disaster risk management was held on 26 May 2022. The session was moderated by Ms. Letizia Rossano, Director of the Asian and Pacific Centre for the Development of Disaster Information Management (APDIM), a subsidiary body of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP).

    "Despite great advances in technology and data science, gathering and applying disaster-relevant data and statistics to investment decisions to reduce disaster risk is still a challenge.  We need to be able to account for the full scale of losses from disasters – small, recurring, and major extreme events. And we need to have clear, data-based overviews on disaster risks, including those induced by climate change" said APDIM Director Ms. Letizia Rossano during the session which drew over 400 participants attending in-person and over 2500 attended online.

    The thematic session panellists discussed ways to improve data governance in a way that the benefits of the resultant policies, programmes, and investments enable the governments to ensure effective risk reduction measures are in place and to reach the most vulnerable in all scenarios. They also discussed the role of data community in enhancing the use of disaster risk data across development and humanitarian planning. H. E. Dr Raditya Jati, Deputy Minister for Systems and Strategy, Indonesian National Board for Disaster Management (BNPB); H. E. Mr. Renato U. Solidum, Jr., Undersecretary for Scientific and Technical Services, Department of Science and Technology of the Philippines; Ms. Rhonda Robinson, Deputy Director Disaster and Community Resilience Programme, Acting Director GEM Division, Pacific Community; Dr Jakub Ryzenko, Head of Crisis Information Centre SRC, Poland; Mr. Kassem Chaalan, Director, Disaster Risk Reduction, Lebanese Red Cross; and Ms. Sithembiso Gina, Senior Programme Officer, DRR Unit, SADC Secretariat presented their views and remarks as panellist of the Session.

    The discussion at the session highlighted that:

    • Effective collection, dissemination and application of relevant data and statistics about disaster risk and impact is of paramount importance at national and local level to form the evidence base for policy, planning, implementation and investment in development and humanitarian domains across different sectors and to ensure that no-one is left behind.
    • Strong data governance is required to access quality disaster and climate data by working across departmental silos and administrative levels to produce relevant analysis and products to inform disaster risk policy and investments, ideally in the context of a national disaster data policy is key.
    • Building of capacities is necessary to increase the demand for disaster risk data and information and its application towards risk assessment and climate change analysis, including by leveraging on strategic partnerships and latest technology.

     The outcomes of the thematic session on data challenges and solutions for disaster risk management was reflected in the Global Platform co-Chair's summary and will contribute to the inter-governmental midterm review of the Sendai Framework scheduled for 2023.

    Concept Note

    The proliferation of data and statistics present opportunities for people to lead and advocate for change and for policymakers and development leaders to better understand, address, and monitor the needs of different groups. But purposeful action is required to ensure data and statistics are used to inform effective policies and develop more equitable and inclusive societies.

    The potential of data to change development outcomes and ultimately rebalance inequities lies in it being effectively used to guide decision making and produce fairer policies. However, sustained data use by decision makers is not a given: too often, data is simply overlooked—either because decision makers can’t or won’t use it. In this context, addressing the factors that drive sustained data use is important because so much valuable data remains untapped and underutilized.

    This event will convene those working to produce and use data and statistics across the Asia-Pacific region for a dialogue on how to foster effective data use. The webinar will focus in particular on the following questions:

    • What is the role of National Statistical Offices in embedding data use in decision making?
    • What are some examples of the barriers which hinder data use and how have these been overcome in different contexts?
    • How can multi-stakeholder approaches help drive effective and sustained data use?
    • Which skills are required for sustained data use by decision makers and how can NSOs support data literacy?

    This event is aligned with a public consultation on a Data Values Project whitepaper which explores the key issues around equitable data systems and proposes recommendations for action. Over the past year, the Data Values Project (DVP) has consulted with over 150 organizations across development and statistical communities to explore and define the values and approaches that should underpin equitable data production, use, and governance. Insights and feedback shared during the event will be incorporated into the final whitepaper and other DVP outputs, and participants will be encouraged to engage in the public consultation further.

    The sixth session of the Committee on Transport is scheduled to be held from 12 to 13 November 2020.

    The secretariat is monitoring the rapidly evolving situation with regard to the COVID-19 outbreak and is putting into place measures to mitigate public health risks associated with mass gatherings. The secretariat continues to receive guidance from the World Health Organization, the authorities of the host country of ESCAP and the United Nations Secretariat.

    Decisions on the schedule and modality of the Committee session to ensure the safety and well-being of all participants will be communicated as soon as practicable.

    Credentials

    Delegations are kindly requested to submit letters of credentials to Mr. Weimin Ren, Director, Transport Division, ESCAP, United Nations Building, Rajadamnern Nok Avenue, Bangkok 10200, Thailand, Fax: (66-2) 288-1067, 288-3050, at their earliest convenience prior to 1 October 2018.. Letters of credential should be addressed to the Executive Secretary of the ESCAP and emailed to [email protected].

    Members of delegations are kindly reminded to bring official identification with them, duly signed by the appropriate authorities of their respective Governments/Agencies/Organizations, and provide them to the Secretariat staff at the registration counter located on the ground floor of the UNCC along with a copy of the letter of credentials indicating their appointment to the delegation.

    Registration and identification badges

    Participants are requested to register and obtain a visitor’s badge with ID picture on the first day of the meeting, i.e. Monday, 19 November 2018 between 08.00 hours and 09.00 hours. This is done at the Registration Counter located on the ground floor of the UNCC. Participants who are not able to register during the time indicated above are requested to do so immediately upon their arrival at UNCC and before going to the conference room. This procedure is important for security reason and will also ensure that all participants’ names appear on the list of participants.

    Online registration

    In conformity with standard United Nations security procedures, all participants must complete a mandatory online registration at https://meetings.unescap.org/. Participants are encouraged to complete this procedure well in advance of the meeting and no later than 1 October 2018. To facilitate the process, participants are encouraged to submit their photo in advance.

    For identification and security reasons, all participants are requested to wear their meeting badges at all times when on the United Nations compound, and also during the meeting and at social functions. The loss of a meeting badge should be communicated to the Conference Management Unit, located on the ground floor of the UNCC behind the registration counter, so that a new one can be issued immediately.

    Meeting documents

    The secretariat has adopted a paperless approach to meetings. As a result, participants are expected to get acquainted with all the meeting documents prior to the meeting. Should participants wish hard copies of the documents, they are expected to bring them to the meeting. These documents will be made available prior to the session at www.unescap.org/events/committee-transport-fifth-session

    Participants wishing to circulate any papers or literature at the meeting are requested to consult staff from the secretariat servicing the meeting for the necessary arrangements.

    Daily subsistence allowance

    ESCAP does not provide financial assistance for participation in the 5th session of the Committee on Transport. However, it does cover the travel expenses of officials participating in the workshop on cross-border co-deployment of fibre optic infrastructure along road and rail networks. In that regard, the following shall apply:

    Depending on which of the above applies, participants whose travel is sponsored (or partly sponsored) by ESCAP will receive a DSA to cover all costs associated with their participation in the meeting, including accommodation, meals and local transport while in Bangkok. A voucher to be cashed at the bank located on the ESCAP premises will be given to participants. Participants will receive their vouchers against submittal of a copy of their passports, copy of their air-tickets and the original boarding pass(es) for the flight(s) to Bangkok. To facilitate the issuance of vouchers, eligible participants are kindly requested to come with read-made copies of their passports. To date, the DSA for Bangkok is Thai Baht 7,150 (about US$ 216). Please note that this amount is subject to change without prior notice.

    Participants who are unable to stay for the entire duration of the meeting are requested to inform the secretariat as soon as possible after their arrival so that the DSA can be adjusted accordingly.

    In those cases where the participation costs are borne by ESCAP, the secretariat will provide only travel and DSA as expressed and will not assume responsibility for any other expenditures, including the following:

    1. You are representing your Government only at the 5th session of the Committee on Transport: ESCAP does not provide any financial support and participation is on a self-financing basis.
    2. You are representing your Government only at the workshop on co-deployment: ESCAP provides air-ticket and Daily Subsistence Allowance (DSA) for two nights (i.e. 21 and 22 November 2018 depending on flight schedule.
    3. You are representing your Government at both the 5th session of the Committee on Transport and the workshop on co-deployment: ESCAP provides air-ticket and DSA for two nights (i.e. 21 and 22 November 2018 depending on flight schedule and participants have to cover three nights on a self-financing basis (i.e. 18 to 20 November 2018).
      1. all expenses in the home country incidental to travel abroad, including expenditure for visa, medical examination, inoculations and other such miscellaneous items and internal travel to and from the airport of arrival and departure in the home country;
      2. salary and related allowances for the participants during the period of the meeting;
      3. cost incurred by participants in respect of travel insurance, accident insurance, medical bills or hospitalization fees in connection with attending the meeting;
      4. compensation in the event of death or disability of participants in connection with attending the meeting;
      5. any loss of or damage to personal property of participants while attending the meeting or losses or damages claimed by third parties as a result of any negligence on the part of the participants;
      6. any other expenses of a personal nature, not directly related to the purpose of the meeting.

    Ms Rachael Beaven has over thirty years of experience in government statistics, in particular data preparation and analysis.  She has also worked extensively with governments, multilateral agencies and the statistical community, most notably through the United Nations Statistics Division, ECA, ESCAP, World Bank and Paris21.

    Ms. Beaven has provided a wide range of technical support, from improving economic and financial statistics to estimating local population using geospatial data.  She is one of the founders of the Inclusive Data Charter, launched at the 2018 High-Level Political Forum, to mobilize political commitments and to advance inclusive and disaggregated data.  Ms. Beaven also led a programme on monitoring the Sustainable Development Goals with United Nations Statistics Division and established a data science hub with the Office for National Statistics of the United Kingdom to explore use of data science, in particular geospatial as well as big data, to monitor progress.

    Ms. Beaven holds Master’s degrees in Statistical Applications in Business and Government as well as Business Administration, and a Bachelor’s degree in Geography and Geology.

She works on advancing our policy work concerning the public use of privately held data and she focuses in particular on data sharing partnerships and governance models for private-public data sharing. Prior to this, Martina worked as senior consultant within Deloitte public sector strategy team, assisting the European Commission in the adoption and implementation of data strategies and policies, and as Operations Manager for the Big Data Value Association and the Big Data Value Public Private Partnership. She holds two masters in European Studies, from the College of Europe and the Free University of Brussels. Martina is based in Brussels (Belgium).

In addition, he was the Chair of the Bureau of the Committee on Statistics of the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) from 2018 to 2022.

    Mr. Todradze holds higher education qualifications in the fields of Economics, Statistics and Legal Studies. He received his PhD in Economics in 2006. He speaks English, German and Russian languages.

Her work has focused on effective and efficient delivery of social programmes through technology adoption, assessing organisational digital capacity, and research on digital governance. Shruti works with the Global Partnership for Sustainable Development Data in promoting sustained, institutional data use. Shruti has a degree in law from the National Law School of India (Bangalore) and a Masters in Development Economics and Human Security from The Fletcher School (Tufts University).

    Population ageing is a megatrend in Asia and the Pacific, and it is rapidly increasing. In 2020, sixty per cent of the world’s older persons resided in the region, or some 630 million persons 60 years or over. By 2050, it is projected that one quarter of the population of Asia and the Pacific will be older, some 1.3 billion people. Population ageing presents challenges and opportunities to older persons and affects all aspects of the societies in which they live. It is an important multidimensional reality of major relevance for sustainable development.

    In this context, the Economic and Social Commission for Asia and the Pacific (ESCAP) was organizing the “Asia-Pacific Intergovernmental Meeting on the Fourth Review and Appraisal of the Madrid International Plan of Action on Ageing”, pursuant to General Assembly resolutions 75/125 and 76/138 and Economic and Social Council resolution 2020/8.  The meeting was held from 29 June to 1 July 2022 in Bangkok, Thailand (Bangkok and online). The regional review and appraisal meeting was inform the Fourth Global Review of the Madrid Plan of Action at the Commission for Social Development in 2023.

    General

    The Asia-Pacific Intergovernmental Meeting on the Fourth Review and Appraisal of the Madrid International Plan of Action on Ageing is scheduled to be held at the United Nations Conference Centre, Bangkok (UNCC) and online from 29 June to 1 July 2022. The opening of the session will take place in the morning of Wednesday, 29 June 2022.

     

    Credentials

    Each delegation is REQUIRED to submit a letter of credentials, duly signed by the appropriate authority of the respective Government or organization, at the earliest convenience prior to 22 June 2022 to [email protected]. Only delegates who are listed in the letter of credentials will be recognized in the list of participants.

    Registration and identification badges

    Online registration and identification badge

    In order to facilitate the registration process, participants are REQUIRED to register online at https://indico.un.org/event/1000672/ well in advance, but no later than 22 June 2022, to facilitate smooth coordination of the issuance of photo badges as well as the compilation of the list of participants.

    Please note that prior online registration is mandatory for all participants, in line with standard security procedures to facilitate security clearance and entrance to the UNCC. A document containing tips on completing the online registration on behalf of another participant can be accessed on the registration portal, noted above.

     

    Hybrid format under the COVID-19 pandemic

    The Asia-Pacific Intergovernmental Meeting on the Fourth Review and Appraisal of the Madrid International Plan of Action on Ageing will be held in a hybrid format with the option of joining in-person as well as virtually. Virtual participation will be offered through: (1) the KUDO platform for registered participants and (2) YouTube live.

     

    A guide to using the KUDO platform will be shared in due course with members of each delegation assigned to speak during the session. KUDO users will also be invited to a test-run prior to the session to ensure smooth virtual participation. All speakers and delegates who wish to take the floor during the meeting will be required to attend a test-run session, during which they will be familiarized with the platform and test their connections. It is especially important for those who will join the KUDO platform from a meeting room, so they can see if the meeting room’s conference/AV system is adequately linked to KUDO.

    Participants joining in person

    Participants who have registered online can obtain photo badges at the registration counter, located on the Ground Level, UNCC, from 08:00 to 10:00 hours on the opening day of the event.

    Participants who were not able to register online during the times indicated above, are requested to do so upon their arrival at UNCC and before going to the conference room. Only the names of duly registered participants will be included in the list of participants.

    For identification and security reasons, all participants are REQUIRED to wear their meeting badges at all times while they are in the UNCC. This includes meetings and social functions. The loss of a meeting badge should be immediately communicated to the registration counter or the UN security, so that the incident can be recorded, and a new badge can be issued.

    Meeting documents

    Considering the carbon footprint involved in producing papers and printing documents, it is strongly recommended to utilize soft copies to the maximum extent. If hard copies are needed, participants are requested to bring with them their own copies of the meeting documents distributed by the ESCAP secretariat to their Governments/Agencies/Organizations prior to the session. Hard copies will only be made available upon request (print on demand service) and are limited to one set per member State delegation.

    Participants wishing to circulate any papers or literature at the meeting are requested to contact [email protected] for the necessary arrangements.

    Meeting organizers are encouraged to avoid handing out print copies of documents, newsletters, flyers or other such material. As an alternative, they are urged to use innovative and eco-friendly means to deliver such information, such as using QR codes, social media, website or email.

    Forum on Sustainable Transport Connectivity between Asia and Europe

    Transport connectivity between Asia and Europe is thus one of the thematic areas of work in the United Nations Economic and Social Commission for Asia and the Pacific’s (ESCAP) Regional Action Programme for Sustainable Transport Connectivity in Asia and the Pacific 2017-21 adopted by the Ministerial Conference on Transport in December 2016. 

    In that context the secretariat is implementing a project on “Connecting transport infrastructure networks in Asia and Europe in support of interregional sustainable transport connectivity”, funded by the Government of the Russian Federation.

    Under the project, the secretariat prepared an updated study report on progress in enhancing transport connectivity between Asia and Europe reflecting the latest trends in inter-regional transport connectivity, including the impact of COVID-19 pandemic outbreak on Euro-Asian transportation.

    The study report’s main conclusion on the way forward for inter-regional cooperation in the form of organizing periodical forums on transport connectivity between Asia and Europe was presented to ESCAP’s Committee on Transport at its 6th session held in November 2020.

    The Committee on Transport reaffirmed the importance of inter-regional dialogue on sustainable transport connectivity and requested the secretariat to explore, in a cost-effective manner, the possibility of including additional stakeholders from government, the private sector and academia as well as from other regions in the discussions on Euro-Asian connectivity.

    In line with this decision, the secretariat is organizing this Forum on sustainable transport connectivity between Asia and Europe to discuss and identify priority areas of concerted actions at inter-regional level in the coming years.

    The outcome if the discussions and main recommendations of this Forum will be reported to the attention of the Fourth Ministerial Conference on Transport in December this year. 

    It is expected that the Conference will decide on priority actions in terms of transport connectivity between Asia and Europe during the next stage of the Regional Action Programme on transport connectivity in the region to be implemented in 2022-26.

    The sixth session of the Committee on Transport is scheduled to be held from 12 to 13 November 2020.

    The secretariat is monitoring the rapidly evolving situation with regard to the COVID-19 outbreak and is putting into place measures to mitigate public health risks associated with mass gatherings. The secretariat continues to receive guidance from the World Health Organization, the authorities of the host country of ESCAP and the United Nations Secretariat.

    Decisions on the schedule and modality of the Committee session to ensure the safety and well-being of all participants will be communicated as soon as practicable.

    Credentials

    Delegations are kindly requested to submit letters of credentials to Mr. Weimin Ren, Director, Transport Division, ESCAP, United Nations Building, Rajadamnern Nok Avenue, Bangkok 10200, Thailand, Fax: (66-2) 288-1067, 288-3050, at their earliest convenience prior to 1 October 2018.. Letters of credential should be addressed to the Executive Secretary of the ESCAP and emailed to [email protected].

    Members of delegations are kindly reminded to bring official identification with them, duly signed by the appropriate authorities of their respective Governments/Agencies/Organizations, and provide them to the Secretariat staff at the registration counter located on the ground floor of the UNCC along with a copy of the letter of credentials indicating their appointment to the delegation.

    Registration and identification badges

    Participants are requested to register and obtain a visitor’s badge with ID picture on the first day of the meeting, i.e. Monday, 19 November 2018 between 08.00 hours and 09.00 hours. This is done at the Registration Counter located on the ground floor of the UNCC. Participants who are not able to register during the time indicated above are requested to do so immediately upon their arrival at UNCC and before going to the conference room. This procedure is important for security reason and will also ensure that all participants’ names appear on the list of participants.

    Online registration

    In conformity with standard United Nations security procedures, all participants must complete a mandatory online registration at https://meetings.unescap.org/. Participants are encouraged to complete this procedure well in advance of the meeting and no later than 1 October 2018. To facilitate the process, participants are encouraged to submit their photo in advance.

    For identification and security reasons, all participants are requested to wear their meeting badges at all times when on the United Nations compound, and also during the meeting and at social functions. The loss of a meeting badge should be communicated to the Conference Management Unit, located on the ground floor of the UNCC behind the registration counter, so that a new one can be issued immediately.

    Meeting documents

    The secretariat has adopted a paperless approach to meetings. As a result, participants are expected to get acquainted with all the meeting documents prior to the meeting. Should participants wish hard copies of the documents, they are expected to bring them to the meeting. These documents will be made available prior to the session at www.unescap.org/events/committee-transport-fifth-session

    Participants wishing to circulate any papers or literature at the meeting are requested to consult staff from the secretariat servicing the meeting for the necessary arrangements.

    Daily subsistence allowance

    ESCAP does not provide financial assistance for participation in the 5th session of the Committee on Transport. However, it does cover the travel expenses of officials participating in the workshop on cross-border co-deployment of fibre optic infrastructure along road and rail networks. In that regard, the following shall apply:

    Depending on which of the above applies, participants whose travel is sponsored (or partly sponsored) by ESCAP will receive a DSA to cover all costs associated with their participation in the meeting, including accommodation, meals and local transport while in Bangkok. A voucher to be cashed at the bank located on the ESCAP premises will be given to participants. Participants will receive their vouchers against submittal of a copy of their passports, copy of their air-tickets and the original boarding pass(es) for the flight(s) to Bangkok. To facilitate the issuance of vouchers, eligible participants are kindly requested to come with read-made copies of their passports. To date, the DSA for Bangkok is Thai Baht 7,150 (about US$ 216). Please note that this amount is subject to change without prior notice.

    Participants who are unable to stay for the entire duration of the meeting are requested to inform the secretariat as soon as possible after their arrival so that the DSA can be adjusted accordingly.

    In those cases where the participation costs are borne by ESCAP, the secretariat will provide only travel and DSA as expressed and will not assume responsibility for any other expenditures, including the following:

    1. You are representing your Government only at the 5th session of the Committee on Transport: ESCAP does not provide any financial support and participation is on a self-financing basis.
    2. You are representing your Government only at the workshop on co-deployment: ESCAP provides air-ticket and Daily Subsistence Allowance (DSA) for two nights (i.e. 21 and 22 November 2018 depending on flight schedule.
    3. You are representing your Government at both the 5th session of the Committee on Transport and the workshop on co-deployment: ESCAP provides air-ticket and DSA for two nights (i.e. 21 and 22 November 2018 depending on flight schedule and participants have to cover three nights on a self-financing basis (i.e. 18 to 20 November 2018).
      1. all expenses in the home country incidental to travel abroad, including expenditure for visa, medical examination, inoculations and other such miscellaneous items and internal travel to and from the airport of arrival and departure in the home country;
      2. salary and related allowances for the participants during the period of the meeting;
      3. cost incurred by participants in respect of travel insurance, accident insurance, medical bills or hospitalization fees in connection with attending the meeting;
      4. compensation in the event of death or disability of participants in connection with attending the meeting;
      5. any loss of or damage to personal property of participants while attending the meeting or losses or damages claimed by third parties as a result of any negligence on the part of the participants;
      6. any other expenses of a personal nature, not directly related to the purpose of the meeting.
