The annual Pacific Forum on Sustainable Development (PFSD) serves as a platform for policymakers and stakeholders to discuss pressing and emerging issues confronting the Pacific region. The Seventh Pacific Forum on Sustainable Development (PFSD) will focus on SDG 1 (No Poverty), 2 (Zero Hunger), 13 (Climate Action), 16 (Peace, Justice and Strong Institutions), and 17 (Partnerships for the Goals). Key messages from the Seventh PFSD will be presented to the 11th Asia-Pacific Forum for Sustainable Development (APFSD) in 2024, which outcomes will be reviewed at the High-Level Political Forum on Sustainable Development (HLPF) in July 2024 under the theme “Reinforcing the 2030 Agenda for Sustainable Development and eradicating poverty in times of multiple crises: The effective delivery of sustainable, resilient and innovative solutions”.

Sustainability is also at the core of the 2050 implementation plan that Pacific Forum Members are developing. The 2050 implementation plan will have initiatives that balance economic growth, social equity, and environmental stewardship in alignment with global commitments and frameworks that advocate for the interests of the Blue Pacific Continent on the world stage.

The implementation plan for the 2050 Strategy is carefully being aligned with both regional priorities and national development goals, ensuring coherence, efficiency, and localized impact.

This session will set the scene for the two-day forum, providing an overview of the progress of the SDGs and efforts and progress made since the Sixth PFSD. It will discuss the recommendations of the 2023 10th APFSD and HLPF 2023, as well as the 2023 SDG Summit to support the Pacific’s efforts in the discussions at COP28. This session will also discuss how efforts to achieve the SDGs complements the implementation of the 2050 Strategy for the Blue Pacific Continent.

While extreme and absolute poverty is relatively low in the Pacific, an estimated one in four Pacific Islanders are likely to be living below their respective national poverty line. The war in Ukraine has exacerbated hardship, particularly for the most vulnerable, as food and fuel prices rise making basic needs increasingly unaffordable. Increasing adverse climate events across the Pacific are further threatening food security. This session will review SDG 1 (no poverty) and SDG 2 (Zero hunger) in the context of their impact on hardship and food security challenges and solutions in the Pacific.

Peaceful and inclusive societies, access to justice for all, effective, accountable, and inclusive institutions at all levels, and strengthening the rule of law and promoting human rights are key to sustainable development. This session will discuss the state of peace and security, justice and governance in the Pacific, and how they can be strengthened through inclusive and participatory approaches.

This session will take stock of the outcomes from the 2023 Forum Leaders’ Meeting and hear key priorities of the Pacific which will be advocated at COP28. In addition, the session will focus on a targeted climate challenge which the Pacific countries are facing, that is, collective action and advocacy needed for transition from fossil fuel for keeping global warming to 1.5 C.

This session will focus on SDG implementation progress through Voluntary National Reviews (VNR) and allow for sharing of experiences and the lessons learned from stakeholder engagement, particularly on follow-up of national commitments. This session will also deep dive into the SDG progress tracking and indicators guidelines, against the backdrop of multiple reporting obligations of governments under the global, regional and national frameworks.

This session will look at the actions required to implement the high-impact Pacific-led initiatives identified at the SDG Summit in September 2023. This session will also explore ways to strengthen partnerships between governments and an array of stakeholders on key areas of SDG acceleration such as energy compacts, social protection and digital services. The discussion will further complement the 2050 Strategy in close collaboration with CROP agencies by prioritizing human capital, supporting education, healthcare, technology, and innovation, and laying the groundwork for long-term growth and prosperity.

This session will highlight key messages from the “Nuku‘alofa Outcome Document” of the Pacific Preparatory Meeting of the 4th International Conference on SIDS, 16-18 August 2023, Tonga. This session will also focus on how the SIDS development agenda can accelerate the implementation of the SDGs. This session will be an opportunity to highlight regional actions in shaping and advancing long-term Pacific SIDS priorities that will feed into the 4th International Conference on SIDS to be held from 30 May – 1 June 2024 in Antigua and Barbuda.

The sixth session of the Committee on Transport is scheduled to be held from 12 to 13 November 2020.

The secretariat is monitoring the rapidly evolving situation with regard to the COVID-19 outbreak and is putting into place measures to mitigate public health risks associated with mass gatherings. The secretariat continues to receive guidance from the World Health Organization, the authorities of the host country of ESCAP and the United Nations Secretariat.

Decisions on the schedule and modality of the Committee session to ensure the safety and well-being of all participants will be communicated as soon as practicable.

Credentials

Delegations are kindly requested to submit letters of credentials to Mr. Weimin Ren, Director, Transport Division, ESCAP, United Nations Building, Rajadamnern Nok Avenue, Bangkok 10200, Thailand, Fax: (66-2) 288-1067, 288-3050, at their earliest convenience prior to 1 October 2018.. Letters of credential should be addressed to the Executive Secretary of the ESCAP and emailed to [email protected].

Members of delegations are kindly reminded to bring official identification with them, duly signed by the appropriate authorities of their respective Governments/Agencies/Organizations, and provide them to the Secretariat staff at the registration counter located on the ground floor of the UNCC along with a copy of the letter of credentials indicating their appointment to the delegation.

Registration and identification badges

Participants are requested to register and obtain a visitor’s badge with ID picture on the first day of the meeting, i.e. Monday, 19 November 2018 between 08.00 hours and 09.00 hours. This is done at the Registration Counter located on the ground floor of the UNCC. Participants who are not able to register during the time indicated above are requested to do so immediately upon their arrival at UNCC and before going to the conference room. This procedure is important for security reason and will also ensure that all participants’ names appear on the list of participants.

Online registration

In conformity with standard United Nations security procedures, all participants must complete a mandatory online registration at https://meetings.unescap.org/. Participants are encouraged to complete this procedure well in advance of the meeting and no later than 1 October 2018. To facilitate the process, participants are encouraged to submit their photo in advance.

For identification and security reasons, all participants are requested to wear their meeting badges at all times when on the United Nations compound, and also during the meeting and at social functions. The loss of a meeting badge should be communicated to the Conference Management Unit, located on the ground floor of the UNCC behind the registration counter, so that a new one can be issued immediately.

Meeting documents

The secretariat has adopted a paperless approach to meetings. As a result, participants are expected to get acquainted with all the meeting documents prior to the meeting. Should participants wish hard copies of the documents, they are expected to bring them to the meeting. These documents will be made available prior to the session at www.unescap.org/events/committee-transport-fifth-session

Participants wishing to circulate any papers or literature at the meeting are requested to consult staff from the secretariat servicing the meeting for the necessary arrangements.

Daily subsistence allowance

ESCAP does not provide financial assistance for participation in the 5th session of the Committee on Transport. However, it does cover the travel expenses of officials participating in the workshop on cross-border co-deployment of fibre optic infrastructure along road and rail networks. In that regard, the following shall apply:

Depending on which of the above applies, participants whose travel is sponsored (or partly sponsored) by ESCAP will receive a DSA to cover all costs associated with their participation in the meeting, including accommodation, meals and local transport while in Bangkok. A voucher to be cashed at the bank located on the ESCAP premises will be given to participants. Participants will receive their vouchers against submittal of a copy of their passports, copy of their air-tickets and the original boarding pass(es) for the flight(s) to Bangkok. To facilitate the issuance of vouchers, eligible participants are kindly requested to come with read-made copies of their passports. To date, the DSA for Bangkok is Thai Baht 7,150 (about US$ 216). Please note that this amount is subject to change without prior notice.

Participants who are unable to stay for the entire duration of the meeting are requested to inform the secretariat as soon as possible after their arrival so that the DSA can be adjusted accordingly.

In those cases where the participation costs are borne by ESCAP, the secretariat will provide only travel and DSA as expressed and will not assume responsibility for any other expenditures, including the following:

  1. You are representing your Government only at the 5th session of the Committee on Transport: ESCAP does not provide any financial support and participation is on a self-financing basis.
  2. You are representing your Government only at the workshop on co-deployment: ESCAP provides air-ticket and Daily Subsistence Allowance (DSA) for two nights (i.e. 21 and 22 November 2018 depending on flight schedule.
  3. You are representing your Government at both the 5th session of the Committee on Transport and the workshop on co-deployment: ESCAP provides air-ticket and DSA for two nights (i.e. 21 and 22 November 2018 depending on flight schedule and participants have to cover three nights on a self-financing basis (i.e. 18 to 20 November 2018).
    1. all expenses in the home country incidental to travel abroad, including expenditure for visa, medical examination, inoculations and other such miscellaneous items and internal travel to and from the airport of arrival and departure in the home country;
    2. salary and related allowances for the participants during the period of the meeting;
    3. cost incurred by participants in respect of travel insurance, accident insurance, medical bills or hospitalization fees in connection with attending the meeting;
    4. compensation in the event of death or disability of participants in connection with attending the meeting;
    5. any loss of or damage to personal property of participants while attending the meeting or losses or damages claimed by third parties as a result of any negligence on the part of the participants;
    6. any other expenses of a personal nature, not directly related to the purpose of the meeting.

Regional Dialogue on the Draft Pacific Climate Mobility Framework

The Pacific region is one of the most vulnerable regions to climate change, with its low-lying island nations facing multiple threats, including sea-level rise, extreme weather events, and ocean acidification. These threats are impacting the socio-economic, cultural, and environmental systems of Pacific Island Countries (PICs), resulting in increased climate-induced human mobility, including migration, displacement, and planned relocation. Over the course of three years, PICs under the Pacific Climate Change Migration and Human Security Programme (PCCMHS) have been actively developing a regional collaboration framework on human mobility as a result of climate change. The development of the regional framework has progressed under the guidance of the Joint Working Group (consisting of Pacific member states, and PCCMHS partners including SPC and PIFS) and its Co-Chairs (Governments of Fiji and Tuvalu). An update on the progress of this work has been reported to the FOC and the FOC Sub-Committee on Regional Security (FSRS). The Pacific Climate Mobility Framework will provide a coordinated approach to climate induced human mobility in the Pacific region, taking into account the unique socio-cultural, economic, and environmental contexts of PICs. It contributes to the implementation of the Thematic Area, “Climate change and disaster1” of the 2050 Strategy for the Blue Pacific Continent. It is intended that the Regional Dialogue, held back-to-back with the Senior Officials workshop to develop the implementation plan for the 2050 Strategy will finalize the Pacific Climate Mobility Framework for endorsement by Leaders through the FSRS and the 2023 pre-Forum FOC.

Regional Preparatory Meeting for the Pacific Region: 4th International Conference on Small Island Developing States

In its resolution 77/245, the General Assembly decided to convene in 2023, prior to the commencement of its 78th session, a regional preparatory meeting in each of the three regions of small island developing States, as well as an interregional preparatory meeting for all small island developing States, to identify and develop input for the Conference, while maximizing coherence and complementarity with respect to other preparatory work.

The preparatory meeting for the Pacific region will be held on 16-18 August 2023 in Nuku'alofa, Tonga.

General

The sixth session of the Committee on Transport is scheduled to be held from 12 to 13 November 2020.

The secretariat is monitoring the rapidly evolving situation with regard to the COVID-19 outbreak and is putting into place measures to mitigate public health risks associated with mass gatherings. The secretariat continues to receive guidance from the World Health Organization, the authorities of the host country of ESCAP and the United Nations Secretariat.

Decisions on the schedule and modality of the Committee session to ensure the safety and well-being of all participants will be communicated as soon as practicable.

Credentials

Delegations are kindly requested to submit letters of credentials to Mr. Weimin Ren, Director, Transport Division, ESCAP, United Nations Building, Rajadamnern Nok Avenue, Bangkok 10200, Thailand, Fax: (66-2) 288-1067, 288-3050, at their earliest convenience prior to 1 October 2018.. Letters of credential should be addressed to the Executive Secretary of the ESCAP and emailed to [email protected].

Members of delegations are kindly reminded to bring official identification with them, duly signed by the appropriate authorities of their respective Governments/Agencies/Organizations, and provide them to the Secretariat staff at the registration counter located on the ground floor of the UNCC along with a copy of the letter of credentials indicating their appointment to the delegation.

Registration and identification badges

Participants are requested to register and obtain a visitor’s badge with ID picture on the first day of the meeting, i.e. Monday, 19 November 2018 between 08.00 hours and 09.00 hours. This is done at the Registration Counter located on the ground floor of the UNCC. Participants who are not able to register during the time indicated above are requested to do so immediately upon their arrival at UNCC and before going to the conference room. This procedure is important for security reason and will also ensure that all participants’ names appear on the list of participants.

Online registration

In conformity with standard United Nations security procedures, all participants must complete a mandatory online registration at https://meetings.unescap.org/. Participants are encouraged to complete this procedure well in advance of the meeting and no later than 1 October 2018. To facilitate the process, participants are encouraged to submit their photo in advance.

For identification and security reasons, all participants are requested to wear their meeting badges at all times when on the United Nations compound, and also during the meeting and at social functions. The loss of a meeting badge should be communicated to the Conference Management Unit, located on the ground floor of the UNCC behind the registration counter, so that a new one can be issued immediately.

Meeting documents

The secretariat has adopted a paperless approach to meetings. As a result, participants are expected to get acquainted with all the meeting documents prior to the meeting. Should participants wish hard copies of the documents, they are expected to bring them to the meeting. These documents will be made available prior to the session at www.unescap.org/events/committee-transport-fifth-session

Participants wishing to circulate any papers or literature at the meeting are requested to consult staff from the secretariat servicing the meeting for the necessary arrangements.

Daily subsistence allowance

ESCAP does not provide financial assistance for participation in the 5th session of the Committee on Transport. However, it does cover the travel expenses of officials participating in the workshop on cross-border co-deployment of fibre optic infrastructure along road and rail networks. In that regard, the following shall apply:

Depending on which of the above applies, participants whose travel is sponsored (or partly sponsored) by ESCAP will receive a DSA to cover all costs associated with their participation in the meeting, including accommodation, meals and local transport while in Bangkok. A voucher to be cashed at the bank located on the ESCAP premises will be given to participants. Participants will receive their vouchers against submittal of a copy of their passports, copy of their air-tickets and the original boarding pass(es) for the flight(s) to Bangkok. To facilitate the issuance of vouchers, eligible participants are kindly requested to come with read-made copies of their passports. To date, the DSA for Bangkok is Thai Baht 7,150 (about US$ 216). Please note that this amount is subject to change without prior notice.

Participants who are unable to stay for the entire duration of the meeting are requested to inform the secretariat as soon as possible after their arrival so that the DSA can be adjusted accordingly.

In those cases where the participation costs are borne by ESCAP, the secretariat will provide only travel and DSA as expressed and will not assume responsibility for any other expenditures, including the following:

Pacific Regional Consultation Meeting on the SAMOA Pathway Regional Report 2023

The Small Island Developing States (SIDS) Accelerated Modalities of Action Pathway (SAMOA Pathway) is coming to an end in 2024. Paragraph 20(a) of UN General Assembly Resolution (A/RES/76/203) calls for the convening in 2024 of a Fourth International Conference on Small Island Developing States (SIDS), which will, inter alia, be aimed at assessing the ability of small island developing States to meet the 2030 Agenda and the Sustainable Development Goals. This meeting will take place in Antigua and Barbuda.

As part of the preparation of the Fourth International Conference on SIDS, UN will convene SAMOA Pathway Pacific Regional Review in 16-18 August 2023 in Tonga and several consultations beforehand so that diverse perspectives could be reflected in the final review. In this context, PIFS and UNESCAP will co-host the Pacific Regional Consultation Meeting on the SAMOA Pathway regional Report 2023 on 13th July as a special event during the PIFS Senior Officials Workshop 10-14 July. It aims to gather the views of the Pacific member States and other stakeholders on the key priorities of the next plan of action for SIDS in the Pacific and beyond.

Event Background

The Small Island Developing States (SIDS) Accelerated Modalities of Action Pathway (SAMOA Pathway) is coming to an end in 2024. Paragraph 20(a) of UN General Assembly Resolution (A/RES/76/203) calls for the convening in 2024 of a Fourth International Conference on Small Island Developing States (SIDS), which will, inter alia, be aimed at assessing the ability of small island developing States to meet the 2030 Agenda and the Sustainable Development Goals. This meeting will take place in Antigua and Barbuda.

As part of the preparation for the Fourth International Conference on SIDS, UNDESA and ESCAP will convene SAMOA Pathway Pacific Regional Review in August and several consultations beforehand so that diverse perspectives could be reflected in the final review. In this context, ESCAP will organize an Expert Group Meeting on the 10-year Pacific SAMOA Pathway Review, which will be held from 19 July to 20 July 2023. It aims to gather the views of experts on the key priorities of the next plan of action for SIDS in the Pacific and beyond.

General

The sixth session of the Committee on Transport is scheduled to be held from 12 to 13 November 2020.

The secretariat is monitoring the rapidly evolving situation with regard to the COVID-19 outbreak and is putting into place measures to mitigate public health risks associated with mass gatherings. The secretariat continues to receive guidance from the World Health Organization, the authorities of the host country of ESCAP and the United Nations Secretariat.

Decisions on the schedule and modality of the Committee session to ensure the safety and well-being of all participants will be communicated as soon as practicable.

Credentials

Delegations are kindly requested to submit letters of credentials to Mr. Weimin Ren, Director, Transport Division, ESCAP, United Nations Building, Rajadamnern Nok Avenue, Bangkok 10200, Thailand, Fax: (66-2) 288-1067, 288-3050, at their earliest convenience prior to 1 October 2018.. Letters of credential should be addressed to the Executive Secretary of the ESCAP and emailed to [email protected].

Members of delegations are kindly reminded to bring official identification with them, duly signed by the appropriate authorities of their respective Governments/Agencies/Organizations, and provide them to the Secretariat staff at the registration counter located on the ground floor of the UNCC along with a copy of the letter of credentials indicating their appointment to the delegation.

Registration and identification badges

Participants are requested to register and obtain a visitor’s badge with ID picture on the first day of the meeting, i.e. Monday, 19 November 2018 between 08.00 hours and 09.00 hours. This is done at the Registration Counter located on the ground floor of the UNCC. Participants who are not able to register during the time indicated above are requested to do so immediately upon their arrival at UNCC and before going to the conference room. This procedure is important for security reason and will also ensure that all participants’ names appear on the list of participants.

Online registration

In conformity with standard United Nations security procedures, all participants must complete a mandatory online registration at https://meetings.unescap.org/. Participants are encouraged to complete this procedure well in advance of the meeting and no later than 1 October 2018. To facilitate the process, participants are encouraged to submit their photo in advance.

For identification and security reasons, all participants are requested to wear their meeting badges at all times when on the United Nations compound, and also during the meeting and at social functions. The loss of a meeting badge should be communicated to the Conference Management Unit, located on the ground floor of the UNCC behind the registration counter, so that a new one can be issued immediately.

Meeting documents

The secretariat has adopted a paperless approach to meetings. As a result, participants are expected to get acquainted with all the meeting documents prior to the meeting. Should participants wish hard copies of the documents, they are expected to bring them to the meeting. These documents will be made available prior to the session at www.unescap.org/events/committee-transport-fifth-session

Participants wishing to circulate any papers or literature at the meeting are requested to consult staff from the secretariat servicing the meeting for the necessary arrangements.

Daily subsistence allowance

ESCAP does not provide financial assistance for participation in the 5th session of the Committee on Transport. However, it does cover the travel expenses of officials participating in the workshop on cross-border co-deployment of fibre optic infrastructure along road and rail networks. In that regard, the following shall apply:

Depending on which of the above applies, participants whose travel is sponsored (or partly sponsored) by ESCAP will receive a DSA to cover all costs associated with their participation in the meeting, including accommodation, meals and local transport while in Bangkok. A voucher to be cashed at the bank located on the ESCAP premises will be given to participants. Participants will receive their vouchers against submittal of a copy of their passports, copy of their air-tickets and the original boarding pass(es) for the flight(s) to Bangkok. To facilitate the issuance of vouchers, eligible participants are kindly requested to come with read-made copies of their passports. To date, the DSA for Bangkok is Thai Baht 7,150 (about US$ 216). Please note that this amount is subject to change without prior notice.

Participants who are unable to stay for the entire duration of the meeting are requested to inform the secretariat as soon as possible after their arrival so that the DSA can be adjusted accordingly.

In those cases where the participation costs are borne by ESCAP, the secretariat will provide only travel and DSA as expressed and will not assume responsibility for any other expenditures, including the following:

  1. You are representing your Government only at the 5th session of the Committee on Transport: ESCAP does not provide any financial support and participation is on a self-financing basis.
  2. You are representing your Government only at the workshop on co-deployment: ESCAP provides air-ticket and Daily Subsistence Allowance (DSA) for two nights (i.e. 21 and 22 November 2018 depending on flight schedule.
  3. You are representing your Government at both the 5th session of the Committee on Transport and the workshop on co-deployment: ESCAP provides air-ticket and DSA for two nights (i.e. 21 and 22 November 2018 depending on flight schedule and participants have to cover three nights on a self-financing basis (i.e. 18 to 20 November 2018).
    1. all expenses in the home country incidental to travel abroad, including expenditure for visa, medical examination, inoculations and other such miscellaneous items and internal travel to and from the airport of arrival and departure in the home country;
    2. salary and related allowances for the participants during the period of the meeting;
    3. cost incurred by participants in respect of travel insurance, accident insurance, medical bills or hospitalization fees in connection with attending the meeting;
    4. compensation in the event of death or disability of participants in connection with attending the meeting;
    5. any loss of or damage to personal property of participants while attending the meeting or losses or damages claimed by third parties as a result of any negligence on the part of the participants;
    6. any other expenses of a personal nature, not directly related to the purpose of the meeting.

In this context, the first engagement, SAMOA Pathway Consultation: Strengthening Partnership with Universities and Research Networks will be held on 13th June as a special event during 2023 Pacific Update. It aims to gather the views of Pacific youth, academia and researchers on the key priorities of the next plan of action for SIDS in the Pacific and beyond.

The report , "Readiness Assessment for Cross-Border Paperless Trade: Tuvalu", provides an assessment of Tuvalu’s readiness for cross-border paperless trade, that is, the conduct of domestic and international trade in the form of electronic data and documents through the use of electronic systems. Following a brief overview of trade facilitation implementation in Tuvalu, findings, and recommendations on technical and legal aspects of cross-border paperless trade will be presented, followed by a proposed action plan for the way forward for Tuvalu.

In addition, the Tuvalu Department of Trade and ESCAP Fiji Office will also launch the Review of the Tuvalu ETrade Readiness Assessment to provide a tool to policymakers and development partners, and provide recommendations on concrete actions to take in order to overcome identified weakness in the national e-commerce ecosystem.

The secretariat has adopted a paperless approach to meetings. As a result, participants are expected to get acquainted with all the meeting documents prior to the meeting. Should participants wish hard copies of the documents, they are expected to bring them to the meeting. These documents will be made available prior to the session at www.unescap.org/events/committee-transport-fifth-session

Participants wishing to circulate any papers or literature at the meeting are requested to consult staff from the secretariat servicing the meeting for the necessary arrangements.

Daily subsistence allowance

ESCAP does not provide financial assistance for participation in the 5th session of the Committee on Transport. However, it does cover the travel expenses of officials participating in the workshop on cross-border co-deployment of fibre optic infrastructure along road and rail networks. In that regard, the following shall apply:

Depending on which of the above applies, participants whose travel is sponsored (or partly sponsored) by ESCAP will receive a DSA to cover all costs associated with their participation in the meeting, including accommodation, meals and local transport while in Bangkok. A voucher to be cashed at the bank located on the ESCAP premises will be given to participants. Participants will receive their vouchers against submittal of a copy of their passports, copy of their air-tickets and the original boarding pass(es) for the flight(s) to Bangkok. To facilitate the issuance of vouchers, eligible participants are kindly requested to come with read-made copies of their passports. To date, the DSA for Bangkok is Thai Baht 7,150 (about US$ 216). Please note that this amount is subject to change without prior notice.

Participants who are unable to stay for the entire duration of the meeting are requested to inform the secretariat as soon as possible after their arrival so that the DSA can be adjusted accordingly.

In those cases where the participation costs are borne by ESCAP, the secretariat will provide only travel and DSA as expressed and will not assume responsibility for any other expenditures, including the following:

  1. You are representing your Government only at the 5th session of the Committee on Transport: ESCAP does not provide any financial support and participation is on a self-financing basis.
  2. You are representing your Government only at the workshop on co-deployment: ESCAP provides air-ticket and Daily Subsistence Allowance (DSA) for two nights (i.e. 21 and 22 November 2018 depending on flight schedule.
  3.     3. cost incurred by participants in respect of travel insurance, accident insurance, medical bills or hospitalization fees in connection with attending the meeting;
    4. compensation in the event of death or disability of participants in connection with attending the meeting;
    5. any loss of or damage to personal property of participants while attending the meeting or losses or damages claimed by third parties as a result of any negligence on the part of the participants;
    6. any other expenses of a personal nature, not directly related to the purpose of the meeting.

The workshop, which will run for 1-day, aims to provide staff from the National Statistics Office, Planning Office and Line
Ministries will enhance skills on the production of indicator frameworks for monitoring National and Sector Plans, as
well as introduce the National SDG Tracker as a tool for reporting progress against the SDGs. Specifically, it will provide
participants across the Government of Kiribati with a better understanding of:

  • Characteristics for defining good quality indicators

The sixth session of the Committee on Transport is scheduled to be held from 12 to 13 November 2020.

The secretariat is monitoring the rapidly evolving situation with regard to the COVID-19 outbreak and is putting into place measures to mitigate public health risks associated with mass gatherings. The secretariat continues to receive guidance from the World Health Organization, the authorities of the host country of ESCAP and the United Nations Secretariat.

Decisions on the schedule and modality of the Committee session to ensure the safety and well-being of all participants will be communicated as soon as practicable.

Credentials

Regional Webinar on the Draft Pacific Climate Mobility Framework

The Pacific region is one of the most vulnerable regions to climate change, with its low-lying island nations facing multiple threats, including sea-level rise, extreme weather events, and ocean acidification. These threats are impacting the socio-economic, cultural, and environmental systems of Pacific Island Countries (PICs), resulting in increased climate-induced human mobility, including migration, displacement, and planned relocation.

Over the course of three years, PICs under the Pacific Climate Change Migration and Human Security (PCCM-HS) programme have been actively engaging in an ambitious exercise to develop a regional collaboration framework on human mobility as a result of climate change. PCCM-HS programme is jointly implemented by International Organization for Migration (IOM) – lead agency, the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), the International Labour Organization (ILO), the Office of the United Nations High Commissioner for Human Rights (OHCHR), the Pacific Islands Forum Secretariat (PIFS), and Platform on Disaster Displacement (PDD). 

The development of the regional framework has progressed under the guidance of the Joint Working Group (consisting of Pacific member states, PCCMHS partners including the Pacific Community and Pacific Islands Forum Secretariat) and its Co-Chairs (Governments of Fiji and Tuvalu).

The Pacific Climate Mobility Framework aims to provide a coordinated approach to climate-induced human mobility in the Pacific region, taking into account the unique socio-cultural, economic, and environmental contexts of PICs. It aligns with the 2050 Strategy for the Blue Pacific Continent and implements its strategic pathway 2 of Thematic Area, “Climate change and disaster”.

The Regional Webinar will provide an opportunity for Pacific Island Countries and other stakeholders to learn about the progress of the draft Pacific Climate Mobility Framework and provide feedback on the current draft Framework. The session will help participants provide inputs to and to prepare for a regional dialogue in July which is aimed to validate the draft Framework.

Meeting documents

The secretariat has adopted a paperless approach to meetings. As a result, participants are expected to get acquainted with all the meeting documents prior to the meeting. Should participants wish hard copies of the documents, they are expected to bring them to the meeting. These documents will be made available prior to the session at www.unescap.org/events/committee-transport-fifth-session

Participants wishing to circulate any papers or literature at the meeting are requested to consult staff from the secretariat servicing the meeting for the necessary arrangements.

Daily subsistence allowance

ESCAP does not provide financial assistance for participation in the 5th session of the Committee on Transport. However, it does cover the travel expenses of officials participating in the workshop on cross-border co-deployment of fibre optic infrastructure along road and rail networks. In that regard, the following shall apply:

Depending on which of the above applies, participants whose travel is sponsored (or partly sponsored) by ESCAP will receive a DSA to cover all costs associated with their participation in the meeting, including accommodation, meals and local transport while in Bangkok. A voucher to be cashed at the bank located on the ESCAP premises will be given to participants. Participants will receive their vouchers against submittal of a copy of their passports, copy of their air-tickets and the original boarding pass(es) for the flight(s) to Bangkok. To facilitate the issuance of vouchers, eligible participants are kindly requested to come with read-made copies of their passports. To date, the DSA for Bangkok is Thai Baht 7,150 (about US$ 216). Please note that this amount is subject to change without prior notice.

Participants who are unable to stay for the entire duration of the meeting are requested to inform the secretariat as soon as possible after their arrival so that the DSA can be adjusted accordingly.

In those cases where the participation costs are borne by ESCAP, the secretariat will provide only travel and DSA as expressed and will not assume responsibility for any other expenditures, including the following:

  1. You are representing your Government only at the 5th session of the Committee on Transport: ESCAP does not provide any financial support and participation is on a self-financing basis.
  2. You are representing your Government only at the workshop on co-deployment: ESCAP provides air-ticket and Daily Subsistence Allowance (DSA) for two nights (i.e. 21 and 22 November 2018 depending on flight schedule.
  3. You are representing your Government at both the 5th session of the Committee on Transport and the workshop on co-deployment: ESCAP provides air-ticket and DSA for two nights (i.e. 21 and 22 November 2018 depending on flight schedule and participants have to cover three nights on a self-financing basis (i.e. 18 to 20 November 2018).
    1. all expenses in the home country incidental to travel abroad, including expenditure for visa, medical examination, inoculations and other such miscellaneous items and internal travel to and from the airport of arrival and departure in the home country;
    2. salary and related allowances for the participants during the period of the meeting;
    3. cost incurred by participants in respect of travel insurance, accident insurance, medical bills or hospitalization fees in connection with attending the meeting;
    4. compensation in the event of death or disability of participants in connection with attending the meeting;
    5. any loss of or damage to personal property of participants while attending the meeting or losses or damages claimed by third parties as a result of any negligence on the part of the participants;
    6. any other expenses of a personal nature, not directly related to the purpose of the meeting.
