Asia-Pacific Stats Café Series: Statistics that Leave No One Behind: Inclusive Data Charter

Event Background

This Stats Café brought together experts from the Inclusive Data Charter network, including international and regional organizations and national governments, to discuss experiences in producing and using inclusive and disaggregated statistics to progress the Leave No One Behind commitment.

In order to live up to the promise inherent within the Sustainable Development Goals (SDGs), to “Leave No One Behind,” we need timely, comprehensive, and disaggregated data to better understand the situation of the poorest and most marginalized. In the Asia-Pacific region, COVID-19 has further heightened the need for accurate data on marginalized communities as the pandemic has exacerbated socio-economic inequities and disrupted data collection efforts.

While there have been some advances in methodologies on data disaggregation since the launch of the SDGs in 2015, critical challenges remain, including the lack of political will and prioritization of inclusive data, limited coordination and cooperation between data producers -especially around the utilization of existing data, and the complexities of collecting data on hard-to-reach populations.

General

The sixth session of the Committee on Transport is scheduled to be held from 12 to 13 November 2020.

The secretariat is monitoring the rapidly evolving situation with regard to the COVID-19 outbreak and is putting into place measures to mitigate public health risks associated with mass gatherings. The secretariat continues to receive guidance from the World Health Organization, the authorities of the host country of ESCAP and the United Nations Secretariat.

Decisions on the schedule and modality of the Committee session to ensure the safety and well-being of all participants will be communicated as soon as practicable.

Credentials

Delegations are kindly requested to submit letters of credentials to Mr. Weimin Ren, Director, Transport Division, ESCAP, United Nations Building, Rajadamnern Nok Avenue, Bangkok 10200, Thailand, Fax: (66-2) 288-1067, 288-3050, at their earliest convenience prior to 1 October 2018.. Letters of credential should be addressed to the Executive Secretary of the ESCAP and emailed to [email protected].

Members of delegations are kindly reminded to bring official identification with them, duly signed by the appropriate authorities of their respective Governments/Agencies/Organizations, and provide them to the Secretariat staff at the registration counter located on the ground floor of the UNCC along with a copy of the letter of credentials indicating their appointment to the delegation.

Registration and identification badges

Participants are requested to register and obtain a visitor’s badge with ID picture on the first day of the meeting, i.e. Monday, 19 November 2018 between 08.00 hours and 09.00 hours. This is done at the Registration Counter located on the ground floor of the UNCC. Participants who are not able to register during the time indicated above are requested to do so immediately upon their arrival at UNCC and before going to the conference room. This procedure is important for security reason and will also ensure that all participants’ names appear on the list of participants.

Online registration

In conformity with standard United Nations security procedures, all participants must complete a mandatory online registration at https://meetings.unescap.org/. Participants are encouraged to complete this procedure well in advance of the meeting and no later than 1 October 2018. To facilitate the process, participants are encouraged to submit their photo in advance.

For identification and security reasons, all participants are requested to wear their meeting badges at all times when on the United Nations compound, and also during the meeting and at social functions. The loss of a meeting badge should be communicated to the Conference Management Unit, located on the ground floor of the UNCC behind the registration counter, so that a new one can be issued immediately.

Meeting documents

The secretariat has adopted a paperless approach to meetings. As a result, participants are expected to get acquainted with all the meeting documents prior to the meeting. Should participants wish hard copies of the documents, they are expected to bring them to the meeting. These documents will be made available prior to the session at www.unescap.org/events/committee-transport-fifth-session

Participants wishing to circulate any papers or literature at the meeting are requested to consult staff from the secretariat servicing the meeting for the necessary arrangements.

Daily subsistence allowance

ESCAP does not provide financial assistance for participation in the 5th session of the Committee on Transport. However, it does cover the travel expenses of officials participating in the workshop on cross-border co-deployment of fibre optic infrastructure along road and rail networks. In that regard, the following shall apply:

Depending on which of the above applies, participants whose travel is sponsored (or partly sponsored) by ESCAP will receive a DSA to cover all costs associated with their participation in the meeting, including accommodation, meals and local transport while in Bangkok. A voucher to be cashed at the bank located on the ESCAP premises will be given to participants. Participants will receive their vouchers against submittal of a copy of their passports, copy of their air-tickets and the original boarding pass(es) for the flight(s) to Bangkok. To facilitate the issuance of vouchers, eligible participants are kindly requested to come with read-made copies of their passports. To date, the DSA for Bangkok is Thai Baht 7,150 (about US$ 216). Please note that this amount is subject to change without prior notice.

Participants who are unable to stay for the entire duration of the meeting are requested to inform the secretariat as soon as possible after their arrival so that the DSA can be adjusted accordingly.

In those cases where the participation costs are borne by ESCAP, the secretariat will provide only travel and DSA as expressed and will not assume responsibility for any other expenditures, including the following:

  1. You are representing your Government only at the 5th session of the Committee on Transport: ESCAP does not provide any financial support and participation is on a self-financing basis.
  2. You are representing your Government only at the workshop on co-deployment: ESCAP provides air-ticket and Daily Subsistence Allowance (DSA) for two nights (i.e. 21 and 22 November 2018 depending on flight schedule.
  3. You are representing your Government at both the 5th session of the Committee on Transport and the workshop on co-deployment: ESCAP provides air-ticket and DSA for two nights (i.e. 21 and 22 November 2018 depending on flight schedule and participants have to cover three nights on a self-financing basis (i.e. 18 to 20 November 2018).
    1. all expenses in the home country incidental to travel abroad, including expenditure for visa, medical examination, inoculations and other such miscellaneous items and internal travel to and from the airport of arrival and departure in the home country;
    2. salary and related allowances for the participants during the period of the meeting;
    3. cost incurred by participants in respect of travel insurance, accident insurance, medical bills or hospitalization fees in connection with attending the meeting;
    4. compensation in the event of death or disability of participants in connection with attending the meeting;
    5. any loss of or damage to personal property of participants while attending the meeting or losses or damages claimed by third parties as a result of any negligence on the part of the participants;
    6. any other expenses of a personal nature, not directly related to the purpose of the meeting.

Gemma Van Halderen
Gemma Van Halderen
Chief Data Officer, Data and Evaluation Group, Australian Government Department of Social Services
Know More

Ms Gemma Van Halderen has over thirty years of experience in government statistics and more recently, as Chief Data Officer in the Australian Government Department of Social Services. From 2018-2021, she was Director of the UN ESCAP Statistics Division and worked extensively with governments, multilateral agencies and the statistical community to support developing nations across Asia and the Pacific meet their data obligations under the 2030 Agenda for Sustainable Development and respond to the global COVID-19 pandemic.

Ms Van Halderen has been a member of the statistical profession since her undergraduate days, filling executive committee roles with her local branch of the Australian Statistical Society before expanding to the International Association for Official Statistics and becoming an elected member of the International Statistics Institute.  She was the focal point for the Association’s Young Statistician Prize from 2014-2023, and participated in World Statistics Congresses in Hong Kong, Malaysia, Brazil, Turkey and Australia.

Ms. Van Halderen holds an Honour’s degree in mathematical statistics from the Australian National University.

Know More

Sara Duerto Valero is the Regional Advisor on Gender Statistics in UN Women’s Regional Office for Asia and the Pacific, where she manages the Flagship Programme Initiative “Making Every Woman and Girl Count.” Besides planning and implementing interventions to support the quality, availability and use of gender statistics across Asia and the Pacific, she provides technical advice and prepares analytical materials on gender statistics. Before joining the regional office, she worked as a statistics specialist in UN Women’s Headquarters. Previously, Sara was a statistician at the Statistics Division of the United Nations Secretariat (UNSD), the Economic and Social Commission for Asia and the Pacific (ESCAP-SD), and UNESCO’s Regional Office for Asia and the Pacific. She holds a Master’s Degree in Development Studies from the Universite Libre de Bruxelles and a graduate degree on Business from the Universidad de Zaragoza.

Petra Nahmias is Chief of the Population and Social Statistics Section at UNESCAP, having recently taken up this role. She previously led the statistics team at UNHCR, working on a wide variety of statistical and demographic issues related to forced displacement and statelessness. A sociologist-demographer by training, she has further experience in both the international and national statistical systems including the United Nations Population Division, the UK Department for International Development and the Israel Central Bureau of Statistics.

ESCAP in collaboration with the International Monetary Fund (IMF) and the Statistics Division of the Department of Economic and Social Affairs (UNSD) will host a webinar on Updates to the Balance of Payments Manual and the System of National Accounts.

The objective of the Webinar is to facilitate understanding of the update processes, the resulting changes, and their implications for official statistics production. Participants will also be informed of the joint BPM/SNA chapters, and are expected to identify priority changes for implementation in their country. During the Webinar, participants will have ample time and opportunity to engage in plenary and group discussions and seek insights from other participants and resource persons.

The Webinar is organized for mid-level management and technical staff involved in the compilation and dissemination of external sector and national accounts statistics.

General

The sixth session of the Committee on Transport is scheduled to be held from 12 to 13 November 2020.

The secretariat is monitoring the rapidly evolving situation with regard to the COVID-19 outbreak and is putting into place measures to mitigate public health risks associated with mass gatherings. The secretariat continues to receive guidance from the World Health Organization, the authorities of the host country of ESCAP and the United Nations Secretariat.

Decisions on the schedule and modality of the Committee session to ensure the safety and well-being of all participants will be communicated as soon as practicable.

Credentials

Delegations are kindly requested to submit letters of credentials to Mr. Weimin Ren, Director, Transport Division, ESCAP, United Nations Building, Rajadamnern Nok Avenue, Bangkok 10200, Thailand, Fax: (66-2) 288-1067, 288-3050, at their earliest convenience prior to 1 October 2018.. Letters of credential should be addressed to the Executive Secretary of the ESCAP and emailed to [email protected].

Members of delegations are kindly reminded to bring official identification with them, duly signed by the appropriate authorities of their respective Governments/Agencies/Organizations, and provide them to the Secretariat staff at the registration counter located on the ground floor of the UNCC along with a copy of the letter of credentials indicating their appointment to the delegation.

Registration and identification badges

Participants are requested to register and obtain a visitor’s badge with ID picture on the first day of the meeting, i.e. Monday, 19 November 2018 between 08.00 hours and 09.00 hours. This is done at the Registration Counter located on the ground floor of the UNCC. Participants who are not able to register during the time indicated above are requested to do so immediately upon their arrival at UNCC and before going to the conference room. This procedure is important for security reason and will also ensure that all participants’ names appear on the list of participants.

Online registration

In conformity with standard United Nations security procedures, all participants must complete a mandatory online registration at https://meetings.unescap.org/. Participants are encouraged to complete this procedure well in advance of the meeting and no later than 1 October 2018. To facilitate the process, participants are encouraged to submit their photo in advance.

For identification and security reasons, all participants are requested to wear their meeting badges at all times when on the United Nations compound, and also during the meeting and at social functions. The loss of a meeting badge should be communicated to the Conference Management Unit, located on the ground floor of the UNCC behind the registration counter, so that a new one can be issued immediately.

Meeting documents

The secretariat has adopted a paperless approach to meetings. As a result, participants are expected to get acquainted with all the meeting documents prior to the meeting. Should participants wish hard copies of the documents, they are expected to bring them to the meeting. These documents will be made available prior to the session at www.unescap.org/events/committee-transport-fifth-session

Participants wishing to circulate any papers or literature at the meeting are requested to consult staff from the secretariat servicing the meeting for the necessary arrangements.

Daily subsistence allowance

ESCAP does not provide financial assistance for participation in the 5th session of the Committee on Transport. However, it does cover the travel expenses of officials participating in the workshop on cross-border co-deployment of fibre optic infrastructure along road and rail networks. In that regard, the following shall apply:

Depending on which of the above applies, participants whose travel is sponsored (or partly sponsored) by ESCAP will receive a DSA to cover all costs associated with their participation in the meeting, including accommodation, meals and local transport while in Bangkok. A voucher to be cashed at the bank located on the ESCAP premises will be given to participants. Participants will receive their vouchers against submittal of a copy of their passports, copy of their air-tickets and the original boarding pass(es) for the flight(s) to Bangkok. To facilitate the issuance of vouchers, eligible participants are kindly requested to come with read-made copies of their passports. To date, the DSA for Bangkok is Thai Baht 7,150 (about US$ 216). Please note that this amount is subject to change without prior notice.

Participants who are unable to stay for the entire duration of the meeting are requested to inform the secretariat as soon as possible after their arrival so that the DSA can be adjusted accordingly.

In those cases where the participation costs are borne by ESCAP, the secretariat will provide only travel and DSA as expressed and will not assume responsibility for any other expenditures, including the following:

  1. You are representing your Government only at the 5th session of the Committee on Transport: ESCAP does not provide any financial support and participation is on a self-financing basis.
  2. You are representing your Government only at the workshop on co-deployment: ESCAP provides air-ticket and Daily Subsistence Allowance (DSA) for two nights (i.e. 21 and 22 November 2018 depending on flight schedule.
  3. You are representing your Government at both the 5th session of the Committee on Transport and the workshop on co-deployment: ESCAP provides air-ticket and DSA for two nights (i.e. 21 and 22 November 2018 depending on flight schedule and participants have to cover three nights on a self-financing basis (i.e. 18 to 20 November 2018).
    1. all expenses in the home country incidental to travel abroad, including expenditure for visa, medical examination, inoculations and other such miscellaneous items and internal travel to and from the airport of arrival and departure in the home country;
    2. salary and related allowances for the participants during the period of the meeting;
    3. cost incurred by participants in respect of travel insurance, accident insurance, medical bills or hospitalization fees in connection with attending the meeting;
    4. compensation in the event of death or disability of participants in connection with attending the meeting;
    5. any loss of or damage to personal property of participants while attending the meeting or losses or damages claimed by third parties as a result of any negligence on the part of the participants;
    6. any other expenses of a personal nature, not directly related to the purpose of the meeting.

Regional Workshop on the Use of R for Statistical Business Processes

National Statistical Offices (NSOs) and other entities comprising national statistical systems in the Asia-Pacific region are facing ever-increasing demand for statistical products that are timely, frequent, granular, and accurate. The continuous improvement of statistical business processes, including through standardization and automation, is imperative to keep up with this demand while assuring that quality standards are being met. This requires the deployment of IT tools that can be used for a wide range of these processes, are cost effective, and are widely accepted and supported.

In R, NSOs in many countries are converging on a programming language and software environment that meets these criteria. Designed for statistical analysis, reporting and visualization, R is a powerful tool for data analysis. R and specific packages developed for it cover many of the processes schematized in the Generic Statistical Business Process Model (GSBPM).1, 2 R is open-source, which not only makes it free, but also makes it a solution that facilitates sharing and collaboration. And R is used by a worldwide community of an ever-increasing number of users, not only in official statistics, but also in academia, business, and other branches of government.

The objective of the workshop is to strengthen and/or build (whatever the case may be) the capacity of participants in applying R and the packages developed for statistical business processes at their organizations. Specifically, the participants are expected to:

  • Use R and RStudio and gain a sound foundation from which they can continue to learn within their organizations
  • Learn about some commonly used R packages
  • Explore examples of how R can be applied to official statistics
  • Gain an understanding of how business processes for the production and dissemination of statistics can be structured, as reflected in the GSBPM

    3. cost incurred by participants in respect of travel insurance, accident insurance, medical bills or hospitalization fees in connection with attending the meeting;
    4. compensation in the event of death or disability of participants in connection with attending the meeting;
    5. any loss of or damage to personal property of participants while attending the meeting or losses or damages claimed by third parties as a result of any negligence on the part of the participants;
    6. any other expenses of a personal nature, not directly related to the purpose of the meeting.

ESCAP in collaboration with the International Monetary Fund (IMF) and the Statistics Division of the Department of Economic and Social Affairs (UNSD) hosted a webinar on Updates to the Balance of Payments Manual and the System of National Accounts.

The objective of the Webinar was to facilitate understanding of the update processes, the resulting changes, and their implications for official statistics production. Participants were also informed of the joint BPM/SNA chapters, and are expected to identify priority changes for implementation in their country. During the Webinar, participants had ample time and opportunity to engage in plenary and group discussions and seek insights from other participants and resource persons.

General

The sixth session of the Committee on Transport is scheduled to be held from 12 to 13 November 2020.

The secretariat is monitoring the rapidly evolving situation with regard to the COVID-19 outbreak and is putting into place measures to mitigate public health risks associated with mass gatherings. The secretariat continues to receive guidance from the World Health Organization, the authorities of the host country of ESCAP and the United Nations Secretariat.

Decisions on the schedule and modality of the Committee session to ensure the safety and well-being of all participants will be communicated as soon as practicable.

Credentials

Delegations are kindly requested to submit letters of credentials to Mr. Weimin Ren, Director, Transport Division, ESCAP, United Nations Building, Rajadamnern Nok Avenue, Bangkok 10200, Thailand, Fax: (66-2) 288-1067, 288-3050, at their earliest convenience prior to 1 October 2018.. Letters of credential should be addressed to the Executive Secretary of the ESCAP and emailed to [email protected].

Members of delegations are kindly reminded to bring official identification with them, duly signed by the appropriate authorities of their respective Governments/Agencies/Organizations, and provide them to the Secretariat staff at the registration counter located on the ground floor of the UNCC along with a copy of the letter of credentials indicating their appointment to the delegation.

Registration and identification badges

Participants are requested to register and obtain a visitor’s badge with ID picture on the first day of the meeting, i.e. Monday, 19 November 2018 between 08.00 hours and 09.00 hours. This is done at the Registration Counter located on the ground floor of the UNCC. Participants who are not able to register during the time indicated above are requested to do so immediately upon their arrival at UNCC and before going to the conference room. This procedure is important for security reason and will also ensure that all participants’ names appear on the list of participants.

Online registration

In conformity with standard United Nations security procedures, all participants must complete a mandatory online registration at https://meetings.unescap.org/. Participants are encouraged to complete this procedure well in advance of the meeting and no later than 1 October 2018. To facilitate the process, participants are encouraged to submit their photo in advance.

For identification and security reasons, all participants are requested to wear their meeting badges at all times when on the United Nations compound, and also during the meeting and at social functions. The loss of a meeting badge should be communicated to the Conference Management Unit, located on the ground floor of the UNCC behind the registration counter, so that a new one can be issued immediately.

Meeting documents

The secretariat has adopted a paperless approach to meetings. As a result, participants are expected to get acquainted with all the meeting documents prior to the meeting. Should participants wish hard copies of the documents, they are expected to bring them to the meeting. These documents will be made available prior to the session at www.unescap.org/events/committee-transport-fifth-session

Participants wishing to circulate any papers or literature at the meeting are requested to consult staff from the secretariat servicing the meeting for the necessary arrangements.

Daily subsistence allowance

ESCAP does not provide financial assistance for participation in the 5th session of the Committee on Transport. However, it does cover the travel expenses of officials participating in the workshop on cross-border co-deployment of fibre optic infrastructure along road and rail networks. In that regard, the following shall apply:

Depending on which of the above applies, participants whose travel is sponsored (or partly sponsored) by ESCAP will receive a DSA to cover all costs associated with their participation in the meeting, including accommodation, meals and local transport while in Bangkok. A voucher to be cashed at the bank located on the ESCAP premises will be given to participants. Participants will receive their vouchers against submittal of a copy of their passports, copy of their air-tickets and the original boarding pass(es) for the flight(s) to Bangkok. To facilitate the issuance of vouchers, eligible participants are kindly requested to come with read-made copies of their passports. To date, the DSA for Bangkok is Thai Baht 7,150 (about US$ 216). National Capacity Building Workshop on Using Demographic and CRVS-Related Data and Evidence to Inform Gender-Sensitive Policies in Bangladesh

Countries in the Asia-Pacific region have indicated they need support to ensure that data and evidence can be presented to and used by policy makers, thus taking evidence to action.

On July 11-12th 2023, Bangladesh had the first consultative meeting on Supporting Evidence to Inform Policy Outcomes in Bangladesh (or Evidence to Action (E2A)). After consultations, the priority topic selected to be the focus of the Bangladesh E2A was Child Marriage and Adolescent Pregnancy.

This National Capacity workshop, to be co-organized by Bangladesh Bureau of Statistics and ESCAP Statistics Division will engage relevant data producers and users and strengthen capacity on bridging the gap between evidence and policy / practice in the E2A cycle.

  • Improved understanding of E2A processes including:
    • Collaborating to identify gender-relevant priority topic area/s.
    • Identifying and analysing relevant existing data on selected priority topic area/s.
    • Synthesizing knowledge, identifying policy implications and articulating policy-driven messages.
    • Generating knowledge products for decision-making such as policy briefs, infographics, etc.
    • Targeting and disseminating knowledge product/s for decision-making.
  • Generating and leveraging collaboration mechanisms for iterative and sustainable improvement and engagement through strengthened networks between data producers and users.
  • Increased skills in critical E2A areas based on capacity needs identified in the consultations.

General

The sixth session of the Committee on Transport is scheduled to be held from 12 to 13 November 2020.

The secretariat is monitoring the rapidly evolving situation with regard to the COVID-19 outbreak and is putting into place measures to mitigate public health risks associated with mass gatherings. The secretariat continues to receive guidance from the World Health Organization, the authorities of the host country of ESCAP and the United Nations Secretariat.

Decisions on the schedule and modality of the Committee session to ensure the safety and well-being of all participants will be communicated as soon as practicable.

Credentials

Delegations are kindly requested to submit letters of credentials to Mr. Weimin Ren, Director, Transport Division, ESCAP, United Nations Building, Rajadamnern Nok Avenue, Bangkok 10200, Thailand, Fax: (66-2) 288-1067, 288-3050, at their earliest convenience prior to 1 October 2018.. Letters of credential should be addressed to the Executive Secretary of the ESCAP and emailed to [email protected].

Members of delegations are kindly reminded to bring official identification with them, duly signed by the appropriate authorities of their respective Governments/Agencies/Organizations, and provide them to the Secretariat staff at the registration counter located on the ground floor of the UNCC along with a copy of the letter of credentials indicating their appointment to the delegation.

Registration and identification badges

Participants are requested to register and obtain a visitor’s badge with ID picture on the first day of the meeting, i.e. Monday, 19 November 2018 between 08.00 hours and 09.00 hours. This is done at the Registration Counter located on the ground floor of the UNCC. Participants who are not able to register during the time indicated above are requested to do so immediately upon their arrival at UNCC and before going to the conference room. This procedure is important for security reason and will also ensure that all participants’ names appear on the list of participants.

Online registration

In conformity with standard United Nations security procedures, all participants must complete a mandatory online registration at https://meetings.unescap.org/. Participants are encouraged to complete this procedure well in advance of the meeting and no later than 1 October 2018. To facilitate the process, participants are encouraged to submit their photo in advance.

For identification and security reasons, all participants are requested to wear their meeting badges at all times when on the United Nations compound, and also during the meeting and at social functions. The loss of a meeting badge should be communicated to the Conference Management Unit, located on the ground floor of the UNCC behind the registration counter, so that a new one can be issued immediately.

Meeting documents

The secretariat has adopted a paperless approach to meetings. As a result, participants are expected to get acquainted with all the meeting documents prior to the meeting. Should participants wish hard copies of the documents, they are expected to bring them to the meeting. These documents will be made available prior to the session at www.unescap.org/events/committee-transport-fifth-session

Participants wishing to circulate any papers or literature at the meeting are requested to consult staff from the secretariat servicing the meeting for the necessary arrangements.

Daily subsistence allowance

ESCAP does not provide financial assistance for participation in the 5th session of the Committee on Transport. However, it does cover the travel expenses of officials participating in the workshop on cross-border co-deployment of fibre optic infrastructure along road and rail networks. In that regard, the following shall apply:

Depending on which of the above applies, participants whose travel is sponsored (or partly sponsored) by ESCAP will receive a DSA to cover all costs associated with their participation in the meeting, including accommodation, meals and local transport while in Bangkok. A voucher to be cashed at the bank located on the ESCAP premises will be given to participants. Participants will receive their vouchers against submittal of a copy of their passports, copy of their air-tickets and the original boarding pass(es) for the flight(s) to Bangkok. To facilitate the issuance of vouchers, eligible participants are kindly requested to come with read-made copies of their passports. To date, the DSA for Bangkok is Thai Baht 7,150 (about US$ 216). Please note that this amount is subject to change without prior notice.

Participants who are unable to stay for the entire duration of the meeting are requested to inform the secretariat as soon as possible after their arrival so that the DSA can be adjusted accordingly.

In those cases where the participation costs are borne by ESCAP, the secretariat will provide only travel and DSA as expressed and will not assume responsibility for any other expenditures, including the following:

  1. You are representing your Government only at the 5th session of the Committee on Transport: ESCAP does not provide any financial support and participation is on a self-financing basis.
  2. You are representing your Government only at the workshop on co-deployment: ESCAP provides air-ticket and Daily Subsistence Allowance (DSA) for two nights (i.e. 21 and 22 November 2018 depending on flight schedule.
  3. You are representing your Government at both the 5th session of the Committee on Transport and the workshop on co-deployment: ESCAP provides air-ticket and DSA for two nights (i.e. 21 and 22 November 2018 depending on flight schedule and participants have to cover three nights on a self-financing basis (i.e. 18 to 20 November 2018).
    1. all expenses in the home country incidental to travel abroad, including expenditure for visa, medical examination, inoculations and other such miscellaneous items and internal travel to and from the airport of arrival and departure in the home country;
    2. salary and related allowances for the participants during the period of the meeting;
    3. cost incurred by participants in respect of travel insurance, accident insurance, medical bills or hospitalization fees in connection with attending the meeting;
    4. compensation in the event of death or disability of participants in connection with attending the meeting;
    5. any loss of or damage to personal property of participants while attending the meeting or losses or damages claimed by third parties as a result of any negligence on the part of the participants;
    6. any other expenses of a personal nature, not directly related to the purpose of the meeting.

Ms Rachael Beaven has over thirty years of experience in government statistics, in particular data preparation and analysis.  She has also worked extensively with governments, multilateral agencies and the statistical community, most notably through the United Nations Statistics Division, ECA, ESCAP, World Bank and Paris21.

Ms. Beaven has provided a wide range of technical support, from improving economic and financial statistics to estimating local population using geospatial data.  She is one of the founders of the Inclusive Data Charter, launched at the 2018 High-Level Political Forum, to mobilize political commitments and to advance inclusive and disaggregated data.  Ms. Beaven also led a programme on monitoring the Sustainable Development Goals with United Nations Statistics Division and established a data science hub with the Office for National Statistics of the United Kingdom to explore use of data science, in particular geospatial as well as big data, to monitor progress.

Ms. Beaven holds Master’s degrees in Statistical Applications in Business and Government as well as Business Administration, and a Bachelor’s degree in Geography and Geology.

Gogita Todraze, is the Executive Director, National Statistics Office of Georgia. He has been working in various positions in the National Statistics Office of Georgia (GEOSTAT) since 2002. Since November 2017, he has been a member of the Business Statistics Expert Group of the United Nations Economic Commission for Europe (UNECE). In addition, he was the Chair of the Bureau of the Committee on Statistics of the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) from 2018 to 2022.

Mr. Todradze holds higher education qualifications in the fields of Economics, Statistics and Legal Studies. He received his PhD in Economics in 2006. He speaks English, German and Russian languages.

Taeke Gjaltema was appointed as Regional Adviser on Statistics in 2023. He has broad and in-depth experience in official statistics in areas such as modernisation of statistical production, forecasting, modelling, data analysis, and census and survey data collection.

Prior to his appointment as Regional Adviser on statistics, he was chief of the UNECE Statistical Management and Modernisation Unit and secretariat of the High-Level Group for the Modernisation of Official Statistics. Before joining UNECE in 2010, he worked at UNECLAC, UNDESA and Eurostat as well as at various National Statistical Offices, Universities, Research Institutes, the Academy of Science, and at private companies. He studied Demography (BSc and MSc), Spatial Sciences (BSc and MSc) and Business and Development Economics.

Shri Rohit Bhardwaj joined the Indian Statistical Service (ISS) in 1998 and currently works as Deputy Director General responsible for IT & Data Science initiatives of Ministry of Statistics & Programme Implementation, Government of India. At present he is leading the creation of a Central Data Repository including a reproducible data pipeline for the ministry. Mr Bhardwaj has also successfully implemented a project for the end-to-end automation of the data lifecycle of Sample Registration System; the official source of vital statistics for India. Mr Bhardwaj represented India Data Science Leaders Network meeting held last month in Dubai. His area of interests includes Data Science including working with emerging technologies.

Thomas Danielewitz is a Senior Economist with the World Bank’s Poverty and Equity Global Practice. Since 2008 he has been leading numerous lending and advisory operations aimed at modernizing government data and statistical systems in Europe, Africa, and Asia. He is currently based in Colombo, Sri Lanka, from where he works with several national and sub-national governments in the South-Asia Region. He is also a co-lead of the Bank’s Global Solutions Group on statistical capacity building and welfare monitoring. Prior to joining the Bank, Thomas worked as a statistician in the National Accounts division of Statistics Denmark and before that as an economist in the Ministry of Finance of Greenland.

Bilal KURBAN is the Head of the Artificial Intelligence and Data Analysis Group under the Data Governance Department of the Turkish Statistical Institute (TurkStat). As an expert on official statistics with over 22 years of professional experience in TurkStat, he has experience acquiring, validating, processing, analyzing, and disseminating data for official statistics purposes. He has worked in various units, including subject matter, information technologies, coordination, dissemination and data collection units. Therefore, his expertise spans nearly all stages of the official statistical production process. He is a statistician with a master’s degree in data science.

Mr. Batdavaa has been appointed as Chairman of the National Statistics Office of Mongolia in Jan 2021. Before his appointment, he served as the Director-General of Research and Statistics Department, Markets Department, and Balance of Payments Research and Statistics Division of the Bank of Mongolia.

He earned his master’s degree in Banking and Finance from the Luxembourg School of Finance, University of Luxembourg, Luxembourg. He also has a bachelor’s degree in Business  Administration from Ming Chuan University, Taiwan, China.

Dr Koh was appointed as Chief Statistician at DOS in 2022. He held earlier positions in the Department of Singapore and has made significant contributions to the development of population and household statistics, and expanded the use of integrated administrative databases to support studies and compilation of statistics on a more frequent and timely basis. In 2020, he led the planning and conduct of Singapore’s Census of Population, overcoming operational challenges during the COVID-19 pandemic.

Teresa Dickinson is the Deputy Australian Statistician leading the Data and Statistical Practices Group.

The Data and Statistical Practices Group is responsible for sourcing the data the ABS uses in its work and disseminating the official statistics, data and insights it produces to inform Australia's important decisions. The Group provides statistical infrastructure to support work of the ABS and leads its work to expand and improve data sharing, data integration and microdata access across government. It also provides methodological and data science leadership to the ABS.

Teresa joined the ABS in April 2018 after four years as a Deputy Government Statistician and Deputy Chief Executive at Statistics New Zealand.

During a career spanning more than 30 years, Teresa has worked in a wide range of statistical and data roles in the public sector including Commonwealth Government (AIHW and ABS previously), Victorian State Government and scientific research (CSIRO). She has over 20 years of experience at senior executive levels.

Teresa holds Master of Statistics and Master of Business Administration degrees. She is a University Medallist and Accredited Statistician with the Statistical Society of Australia. Teresa was awarded a Public Service Medal in 2022 for the development of data and statistics, and for the delivery of the 2021 Census of Population and Housing.

Unlocking the value of data and statistics is something that Rachael has been passionate about her whole career, spanning over 20 years. Since joining Stats NZ, she has worked in a range of analytical and leadership roles across all three offices – Auckland, Wellington and Christchurch. In 2014, Rachael went on secondment to lead the Secretariat supporting the first stage of the Government Inquiry into the Whey Protein Concentrate Contamination Incident.

Rachael has represented New Zealand in the international statistical community including as the working chair of the United Nations Friends of the Chair Group on the Fundamental Principles for Official Statistics and Open Data. She has also been a member of the New Zealand AI Forum Executive Council since 2019.

Kemueli Naiqama was reappointed as head of the Fiji Bureau of Statistics in September 2023. He has over 28 years of experience in official statistics, economic policy making and strategic planning.

He holds a Masters in Business Administration from the University of the South Pacific, Post Graduate Certificate in International Relations, Bachelor of Arts majoring in Economics and a Bachelor of Technology. He has held senior leadership positions within the Ministry of Finance/Strategic Planning, Fiji Bureau of Statistics and the Office of the Prime Minister. He was also seconded to serve as the Directors Advisor at the Asian Development Bank.

He is also a member of the Bureau of the Committee on Statistics of the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP).
