About the event

The 2022 edition of the Economic and Social Survey of Asia and the Pacific Survey was launched last Tuesday, 12 April 2022, from 14:00 to 15:00 (Bangkok time). Published annually since 1947, the Survey provides analyses to guide policy discussion on the current and emerging socio-economic issues and policy challenges to support sustainable development in Asia and the Pacific.

The event was opened to media, policymakers, civil society, academics, researchers, and all other stakeholders in the Asia-Pacific region as well as outside of the region.

About the report

The Economic and Social Survey of Asia and the Pacific Survey 2022 discusses at length how the rapid development of Asia-Pacific economies over the past few decades has lifted millions out of poverty but the high economic growth has masked key social issues, particularly inequality, and the global financial crisis and COVID-19 pandemic have forced such issues into the mainstream.

This 75th issue of the Survey released during the auspicious occasion of ESCAP's 75th anniversary, suggests Asia-Pacific economies must prioritise inclusive growth – whereby citizens of all socio-economic groups are able to improve their livelihoods, incomes, health and education levels. An important opportunity to shift the paradigm that was missed in 2009, so it is vital that Asia-Pacific economies make full use of this post-COVID-19 rebuilding process.

The sixth session of the Committee on Transport is scheduled to be held from 12 to 13 November 2020.

The secretariat is monitoring the rapidly evolving situation with regard to the COVID-19 outbreak and is putting into place measures to mitigate public health risks associated with mass gatherings. The secretariat continues to receive guidance from the World Health Organization, the authorities of the host country of ESCAP and the United Nations Secretariat.

Decisions on the schedule and modality of the Committee session to ensure the safety and well-being of all participants will be communicated as soon as practicable.

Credentials

Delegations are kindly requested to submit letters of credentials to Mr. Weimin Ren, Director, Transport Division, ESCAP, United Nations Building, Rajadamnern Nok Avenue, Bangkok 10200, Thailand, Fax: (66-2) 288-1067, 288-3050, at their earliest convenience prior to 1 October 2018.. Letters of credential should be addressed to the Executive Secretary of the ESCAP and emailed to [email protected].

Members of delegations are kindly reminded to bring official identification with them, duly signed by the appropriate authorities of their respective Governments/Agencies/Organizations, and provide them to the Secretariat staff at the registration counter located on the ground floor of the UNCC along with a copy of the letter of credentials indicating their appointment to the delegation.

Registration and identification badges

Participants are requested to register and obtain a visitor’s badge with ID picture on the first day of the meeting, i.e. Monday, 19 November 2018 between 08.00 hours and 09.00 hours. This is done at the Registration Counter located on the ground floor of the UNCC. Participants who are not able to register during the time indicated above are requested to do so immediately upon their arrival at UNCC and before going to the conference room. This procedure is important for security reason and will also ensure that all participants’ names appear on the list of participants.

Online registration

In conformity with standard United Nations security procedures, all participants must complete a mandatory online registration at https://meetings.unescap.org/. Participants are encouraged to complete this procedure well in advance of the meeting and no later than 1 October 2018. To facilitate the process, participants are encouraged to submit their photo in advance.

For identification and security reasons, all participants are requested to wear their meeting badges at all times when on the United Nations compound, and also during the meeting and at social functions. The loss of a meeting badge should be communicated to the Conference Management Unit, located on the ground floor of the UNCC behind the registration counter, so that a new one can be issued immediately.

Meeting documents

The secretariat has adopted a paperless approach to meetings. As a result, participants are expected to get acquainted with all the meeting documents prior to the meeting. Should participants wish hard copies of the documents, they are expected to bring them to the meeting. These documents will be made available prior to the session at www.unescap.org/events/committee-transport-fifth-session

Participants wishing to circulate any papers or literature at the meeting are requested to consult staff from the secretariat servicing the meeting for the necessary arrangements.

Daily subsistence allowance

ESCAP does not provide financial assistance for participation in the 5th session of the Committee on Transport. However, it does cover the travel expenses of officials participating in the workshop on cross-border co-deployment of fibre optic infrastructure along road and rail networks. In that regard, the following shall apply:

Depending on which of the above applies, participants whose travel is sponsored (or partly sponsored) by ESCAP will receive a DSA to cover all costs associated with their participation in the meeting, including accommodation, meals and local transport while in Bangkok. A voucher to be cashed at the bank located on the ESCAP premises will be given to participants. Participants will receive their vouchers against submittal of a copy of their passports, copy of their air-tickets and the original boarding pass(es) for the flight(s) to Bangkok. To facilitate the issuance of vouchers, eligible participants are kindly requested to come with read-made copies of their passports. To date, the DSA for Bangkok is Thai Baht 7,150 (about US$ 216). Please note that this amount is subject to change without prior notice.

Participants who are unable to stay for the entire duration of the meeting are requested to inform the secretariat as soon as possible after their arrival so that the DSA can be adjusted accordingly.

In those cases where the participation costs are borne by ESCAP, the secretariat will provide only travel and DSA as expressed and will not assume responsibility for any other expenditures, including the following:

  1. You are representing your Government only at the 5th session of the Committee on Transport: ESCAP does not provide any financial support and participation is on a self-financing basis.
  2. You are representing your Government only at the workshop on co-deployment: ESCAP provides air-ticket and Daily Subsistence Allowance (DSA) for two nights (i.e. 21 and 22 November 2018 depending on flight schedule.
  3. You are representing your Government at both the 5th session of the Committee on Transport and the workshop on co-deployment: ESCAP provides air-ticket and DSA for two nights (i.e. 21 and 22 November 2018 depending on flight schedule and participants have to cover three nights on a self-financing basis (i.e. 18 to 20 November 2018).
    1. all expenses in the home country incidental to travel abroad, including expenditure for visa, medical examination, inoculations and other such miscellaneous items and internal travel to and from the airport of arrival and departure in the home country;
    2. salary and related allowances for the participants during the period of the meeting;
    3. cost incurred by participants in respect of travel insurance, accident insurance, medical bills or hospitalization fees in connection with attending the meeting;
    4. compensation in the event of death or disability of participants in connection with attending the meeting;
    5. any loss of or damage to personal property of participants while attending the meeting or losses or damages claimed by third parties as a result of any negligence on the part of the participants;
    6. any other expenses of a personal nature, not directly related to the purpose of the meeting.

High-level Policy Dialogue on Sovereign Financing for Sustainable Development and Training on Sustainability Bond Issuance in the Bhutan Context

Bhutan remains highly exposed to climate change impacts and natural disasters, which pose a significant threat to Bhutan’s economic stability with potential impacts seen to citizen’s livelihoods, particularly those working in the agricultural sector. As Bhutan maintains its carbon-negative status in the face of mounting pressure to accelerate economic growth, the additional burden of climate adaptation and mitigation entails enormous costs. Bhutan graduated from its LDC status in December 2023, which curtails its access to concessional financing and furthers the need to leverage alternative and innovative sources of finance.

Globally, the United Nations Secretary-General launched the “SDG Stimulus to deliver the 2030 Agenda for Sustainable Development” in February 2023. Together with reforms of the international financial architecture, it calls for immediate actions to cut government borrowing costs and make financing for governments longer-term.

At the request of the Government of Bhutan, ESCAP is organizing a half-day policy dialogue on sovereign financing and two-day sustainability bond issuance training.

Overall Objectives

The workshop will:

  • Explore policy options to lower government financing costs from national and international community’s perspectives.
  • Introduce the ESCAP macroeconomic model to assess the long-term impacts of selected national policies on economic, social, and environmental outcomes.
  • Provide a refresher from last year's training and updates on the current status of the government’s Sustainability Bond Issuance.
  • Review the final Sustainable Finance Framework and its key features.
  • Develop a common understanding of the principles of sustainability bond issuance and taxonomies for the issuance of sustainable debt instruments.
  • Ensure a comprehensive understanding of sustainability bond issuance through best practice case studies.
  • Identify the pipeline of projects which should be prioritized under the bond framework, ensuring alignment with national priorities and nationally determined contributions (NDCs).
  • Build an understanding of the listing process for a sustainability bond on international exchanges.
  • Improve understanding of post-issuance reporting and monitoring.

ESCAP & DZ BANK Roundtable on Opportunities to Advance Thematic Bonds

Climate change is a growing challenge globally, particularly in Asia and the Pacific. The financing gap is a major obstacle to achieving sustainable development goals, including the net-zero transition. Thematic bonds and diverse financing instruments offer lucrative opportunities to finance sustainable development and decarbonization efforts. Innovative financing mechanisms can provide new ways to finance capital-intensive projects.

This knowledge-sharing roundtable, organized as part of ESCAP's Climate Invest project and DZ BANK's annual Day on Germany non-deal roadshow in Asia, aims to discuss the development of thematic bonds and the lessons learned in Germany. The discussion will focus on how these experiences can be leveraged for issuances in Thailand and Asia.

DZ BANK's Day on Germany non-deal roadshow focuses on discussing the latest developments in Asian financial centers as sustainable finance and asset management hubs. The event aims to deepen bilateral economic cooperation between Asia-Pacific countries and Germany, fostering closer financial markets cooperation for mutual growth opportunities. A high-level delegation of German issuers and policymakers, including Tammo Diemer, Managing Director of the Finance Agency of Germany, Stefan Göbel, Treasurer of Rentenbank, and Tim Armbruster, Treasurer of KfW, will join the non-deal roadshow. Additionally, Marcus Pratsch, DZ BANK's Global Head of Sustainable Fixed Income, will be in attendance.

ESCAP's Climate Invest project focuses on developing climate finance pipelines of green deals for investors in non-infrastructure sectors in Cambodia, Thailand, and Mongolia. In Thailand, it seeks to increase flows of finance to climate deals, with a focus on climate tech startups.

The roundtable will focus on the challenges and opportunities of thematic bonds and diverse financing instruments as a driver of the 'brown-to-green' transition, with a focus on the important advances in the thematic fixed income market. Finally, the roundtable will provide an opportunity to highlight financing initiatives taken by financial institutions to support actions on climate mitigation, adaptation and resilience, and nature, and identify further opportunities for collaboration on transition finance.

The sixth session of the Committee on Transport is scheduled to be held from 12 to 13 November 2020.

The secretariat is monitoring the rapidly evolving situation with regard to the COVID-19 outbreak and is putting into place measures to mitigate public health risks associated with mass gatherings. The secretariat continues to receive guidance from the World Health Organization, the authorities of the host country of ESCAP and the United Nations Secretariat.

Decisions on the schedule and modality of the Committee session to ensure the safety and well-being of all participants will be communicated as soon as practicable.

Credentials

Delegations are kindly requested to submit letters of credentials to Mr. Weimin Ren, Director, Transport Division, ESCAP, United Nations Building, Rajadamnern Nok Avenue, Bangkok 10200, Thailand, Fax: (66-2) 288-1067, 288-3050, at their earliest convenience prior to 1 October 2018.. Letters of credential should be addressed to the Executive Secretary of the ESCAP and emailed to [email protected].

Members of delegations are kindly reminded to bring official identification with them, duly signed by the appropriate authorities of their respective Governments/Agencies/Organizations, and provide them to the Secretariat staff at the registration counter located on the ground floor of the UNCC along with a copy of the letter of credentials indicating their appointment to the delegation.

Registration and identification badges

Participants are requested to register and obtain a visitor’s badge with ID picture on the first day of the meeting, i.e. Monday, 19 November 2018 between 08.00 hours and 09.00 hours. This is done at the Registration Counter located on the ground floor of the UNCC. Participants who are not able to register during the time indicated above are requested to do so immediately upon their arrival at UNCC and before going to the conference room. This procedure is important for security reason and will also ensure that all participants’ names appear on the list of participants.

Online registration

In conformity with standard United Nations security procedures, all participants must complete a mandatory online registration at https://meetings.unescap.org/. Participants are encouraged to complete this procedure well in advance of the meeting and no later than 1 October 2018. To facilitate the process, participants are encouraged to submit their photo in advance.

For identification and security reasons, all participants are requested to wear their meeting badges at all times when on the United Nations compound, and also during the meeting and at social functions. The loss of a meeting badge should be communicated to the Conference Management Unit, located on the ground floor of the UNCC behind the registration counter, so that a new one can be issued immediately.

Meeting documents

The secretariat has adopted a paperless approach to meetings. As a result, participants are expected to get acquainted with all the meeting documents prior to the meeting. Should participants wish hard copies of the documents, they are expected to bring them to the meeting. These documents will be made available prior to the session at www.unescap.org/events/committee-transport-fifth-session

Participants wishing to circulate any papers or literature at the meeting are requested to consult staff from the secretariat servicing the meeting for the necessary arrangements.

Daily subsistence allowance

ESCAP does not provide financial assistance for participation in the 5th session of the Committee on Transport. However, it does cover the travel expenses of officials participating in the workshop on cross-border co-deployment of fibre optic infrastructure along road and rail networks. In that regard, the following shall apply:

Depending on which of the above applies, participants whose travel is sponsored (or partly sponsored) by ESCAP will receive a DSA to cover all costs associated with their participation in the meeting, including accommodation, meals and local transport while in Bangkok. A voucher to be cashed at the bank located on the ESCAP premises will be given to participants. Participants will receive their vouchers against submittal of a copy of their passports, copy of their air-tickets and the original boarding pass(es) for the flight(s) to Bangkok. To facilitate the issuance of vouchers, eligible participants are kindly requested to come with read-made copies of their passports. To date, the DSA for Bangkok is Thai Baht 7,150 (about US$ 216). Please note that this amount is subject to change without prior notice.

Participants who are unable to stay for the entire duration of the meeting are requested to inform the secretariat as soon as possible after their arrival so that the DSA can be adjusted accordingly.

In those cases where the participation costs are borne by ESCAP, the secretariat will provide only travel and DSA as expressed and will not assume responsibility for any other expenditures, including the following:

Developing Asia-Pacific countries are finding it harder to increase public investments to accelerate progress towards the Sustainable Development Goals. In addition to higher public debt levels, government borrowing costs have risen with shorter loan maturities in recent years. The Survey 2024 examines how Asia-Pacific policymakers and the international community can boost the availability of affordable and long-term financing for governments.

Ms. Armida Salsiah Alisjahbana is the Under-Secretary-General and Executive Secretary of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP). Formerly, she was Professor of Economics at Universitas Padjadjaran, Indonesia, where she also served as a Director for the Center for Sustainable Development Goals Studies, as well as Vice Chair of the Indonesian Academy of Sciences. Prior, she was the Minister of National Development Planning and the Head of National Development Planning Agency in Indonesia, alongside being the Alternate Governor of the World Bank and the Asian Development Bank representing Indonesia.

Mr. Veerathai Santiprabhob is a macroeconomist and financial professional with 30 years of experience in economic policy design, commercial banking, and capital market. He was the 20th governor of the Bank of Thailand (October 2015-September 2020). During his term, he provided leadership in digital transformation of the Thai financial system and steering Thailand’s macroeconomic and financial stability.

He had held senior executive positions at the Stock Exchange of Thailand and Siam Commercial Bank and served on a number of national committees that set economic and financial policy. He was also a member of the International Monetary and Financial Committee (IMFC) and served as the Chair of the Central Bank Governance Group of the Bank for International Settlements (BIS), the BIS Asian Consultative Council, and the Southeast Asian Central Banks (SEACEN) Board of Governors.

At present, Veerathai serves as an independent director of leading corporations and institutions. He has participated actively in social activities focusing on sustainability, education, and Buddhism. He is a member of the board of Chiang Mai University, Vajiravudh College, and Thailand Development Research Institute, as well as the oversight committee of the United Nations World Food Programme (WFP).  

Veerathai earned a Ph.D. and A.M. in Economics from Harvard University and a B.A. in Economics (First Class Honors) from Thammasat University. He was awarded Anandamahidol Foundation Scholarship, Eisenhower Fellowship, and S.R. Nathan Fellowship.

Mr. Hamza Ali Malik is currently the Director of Macroeconomic Policy and Financing for Development Division (MPFD) at UNESCAP. He leads the team responsible for analyzing economic conditions and emerging development challenges in Asia and the Pacific economies and assesses potential policy options and financing strategies that can support them in their pursuit of the 2030 Agenda for Sustainable Development. Before joining the UNESCAP in 2014, Hamza worked as the Director of Monetary Policy Department at the central bank of Pakistan (SBP). He graduated from McMaster University with a Ph.D. in economics in 2002.

Nature is being degraded at unprecedented rates, with business-as-usual continuing to drive unprecedented biodiversity loss, depleting numerous species, habitats and ecosystems globally.  The Kunming-Montreal Global Biodiversity Framework signed by 196 country parties to the Convention on Biological Diversity (CBD) at COP15 of the Convention of Biodiversity in 2022 was a landmark agreement in international efforts to address biodiversity loss, with signatories agreeing to take urgent action to halt and reverse biodiversity loss and to protect 30 per cent of land and sea area by 2030. Successfully implementing the targets agreed under the framework however will depend significantly on creating new pathways to align finance with nature-positive solutions and meeting financing targets, including the commitment from developed countries to deliver at least $20 billion in biodiversity finance to developing countries by 2025.

The regional event will highlight the challenge of directing the growing demand for finance toward high-integrity biodiversity investments that are well-designed and effectively implemented. A crucial aspect of the event will be a discussion of biodiversity markets and emerging financial instruments focusing on financing tangible biodiversity enhancements rather than merely compensation for negative impacts. As well as ways to facilitate investment through public-private partnerships, including best practices for developing project pipelines and case studies from the Asia-Pacific region.

The sixth session of the Committee on Transport is scheduled to be held from 12 to 13 November 2020.

The secretariat is monitoring the rapidly evolving situation with regard to the COVID-19 outbreak and is putting into place measures to mitigate public health risks associated with mass gatherings. The secretariat continues to receive guidance from the World Health Organization, the authorities of the host country of ESCAP and the United Nations Secretariat.

Decisions on the schedule and modality of the Committee session to ensure the safety and well-being of all participants will be communicated as soon as practicable.

Credentials

Delegations are kindly requested to submit letters of credentials to Mr. Weimin Ren, Director, Transport Division, ESCAP, United Nations Building, Rajadamnern Nok Avenue, Bangkok 10200, Thailand, Fax: (66-2) 288-1067, 288-3050, at their earliest convenience prior to 1 October 2018.. Letters of credential should be addressed to the Executive Secretary of the ESCAP and emailed to [email protected].

Members of delegations are kindly reminded to bring official identification with them, duly signed by the appropriate authorities of their respective Governments/Agencies/Organizations, and provide them to the Secretariat staff at the registration counter located on the ground floor of the UNCC along with a copy of the letter of credentials indicating their appointment to the delegation.

Registration and identification badges

Participants are requested to register and obtain a visitor’s badge with ID picture on the first day of the meeting, i.e. Monday, 19 November 2018 between 08.00 hours and 09.00 hours. This is done at the Registration Counter located on the ground floor of the UNCC. Participants who are not able to register during the time indicated above are requested to do so immediately upon their arrival at UNCC and before going to the conference room. This procedure is important for security reason and will also ensure that all participants’ names appear on the list of participants.

Online registration

In conformity with standard United Nations security procedures, all participants must complete a mandatory online registration at https://meetings.unescap.org/. Participants are encouraged to complete this procedure well in advance of the meeting and no later than 1 October 2018. To facilitate the process, participants are encouraged to submit their photo in advance.

For identification and security reasons, all participants are requested to wear their meeting badges at all times when on the United Nations compound, and also during the meeting and at social functions. The loss of a meeting badge should be communicated to the Conference Management Unit, located on the ground floor of the UNCC behind the registration counter, so that a new one can be issued immediately.

The secretariat has adopted a paperless approach to meetings. As a result, participants are expected to get acquainted with all the meeting documents prior to the meeting. Should participants wish hard copies of the documents, they are expected to bring them to the meeting. These documents will be made available prior to the session at www.unescap.org/events/committee-transport-fifth-session

Participants wishing to circulate any papers or literature at the meeting are requested to consult staff from the secretariat servicing the meeting for the necessary arrangements.

Daily subsistence allowance

ESCAP does not provide financial assistance for participation in the 5th session of the Committee on Transport. However, it does cover the travel expenses of officials participating in the workshop on cross-border co-deployment of fibre optic infrastructure along road and rail networks. In that regard, the following shall apply:

Depending on which of the above applies, participants whose travel is sponsored (or partly sponsored) by ESCAP will receive a DSA to cover all costs associated with their participation in the meeting, including accommodation, meals and local transport while in Bangkok. A voucher to be cashed at the bank located on the ESCAP premises will be given to participants. Participants will receive their vouchers against submittal of a copy of their passports, copy of their air-tickets and the original boarding pass(es) for the flight(s) to Bangkok. To facilitate the issuance of vouchers, eligible participants are kindly requested to come with read-made copies of their passports. To date, the DSA for Bangkok is Thai Baht 7,150 (about US$ 216). Please note that this amount is subject to change without prior notice.

Participants who are unable to stay for the entire duration of the meeting are requested to inform the secretariat as soon as possible after their arrival so that the DSA can be adjusted accordingly.

In those cases where the participation costs are borne by ESCAP, the secretariat will provide only travel and DSA as expressed and will not assume responsibility for any other expenditures, including the following:

  1. You are representing your Government only at the 5th session of the Committee on Transport: ESCAP does not provide any financial support and participation is on a self-financing basis.
  2. You are representing your Government only at the workshop on co-deployment: ESCAP provides air-ticket and Daily Subsistence Allowance (DSA) for two nights (i.e. 21 and 22 November 2018 depending on flight schedule.

Training Workshop on Public Finance for SDGs in Pakistan: An Integrated National Financing Framework Approach

Background

Pakistan affirmed its commitment to the 2030 Agenda for Sustainable Development in 2015 by adopting the SDGs as its own national development agenda. It is also committed to build a conducive national ecosystem for SDG investments, and to mobilize a significant amount of climate financing through innovative and blended capital approaches.

Pakistan’s financing gap for the SDGs has been estimated by the IMF at $16.1 percent of GDP ($3.72 billion) in 2030 from the private and public sector combined, while financing climate action - including mitigation and adaptation measures - requires large additional investments. The Government in its updated Nationally Determined Contributions estimates that $7 billion to $14 billion must be raised for climate adaptation in the country. These large needs, along with Pakistan’s macroeconomic and climate vulnerability, underscore the importance of adopting an effective integrated financing approach to facilitate its macroeconomic recovery and achieve medium-to-long term national sustainable development objectives.

To support the Government of Pakistan and key stakeholders in developing a coherent approach to financing national priorities and the SDGs, UNDP and ESCAP propose to implement a Public Finance Management workshop through UNDP’s SDG Investment & Climate Financing Facility, SDG Finance Academy, and the INFF Facility, leveraging their ongoing initiatives on financing for development and partnerships with the Pakistan government at the national and sub-national levels.

Objectives of the Workshop

The proposed training workshop will aim to:

  1. Build a shared understanding among federal and provincial government officials on national development plans and aligned financing plans and the what-why-how of the Integrated National Financing Framework (INFF), with particular focus of its added value to Pakistan;
  2. Strengthen the knowledge of federal and provincial government officials and other stakeholders with regards to fostering the implementation of national priorities and policy coherence by anchoring the SDGs/NDC’s in national budgets and Public Financial Management systems;
  3. Identify key next steps, actions and support.

Stakeholder Consultation Workshop: Climate Risks to the Financial Sector

Many countries across the globe are facing the consequences of climate change, which could impact every sector of their economies. Developing countries are particularly vulnerable to climate change risks due to a lack of financial resources. Climate change can pose significant risks to the banking and financial system, making it essential to measure its impact and manage risks effectively. The Bank of Mongolia (BoM) aims to introduce sustainable financing principles, identify, and assess climate change risks, and strengthen the financial system's resilience.

ESCAP is working with BoM, with financing support from the NDC Partnerships, to increase BoM's understanding of climate risks and their impact on the country's economic, financial, and monetary policies. ESCAP is conducting research to assess climate risks and their potential impact on the financial system by engaging with financial sector participants, evaluating their perceptions of risks, and identifying key challenges.

This Stakeholder Consultation Workshop aims to present:

  • An overview of BoM greening of Mongolia's banking system objectives and ESCAP’s role
  • Initial validation of the results and analysis of the key stakeholder interviews conducted with the financial sector participants. The workshop also aims to gather stakeholder feedback and comments while understanding potential gaps and challenges and exploring opportunities.

    1. all expenses in the home country incidental to travel abroad, including expenditure for visa, medical examination, inoculations and other such miscellaneous items and internal travel to and from the airport of arrival and departure in the home country;
    2. salary and related allowances for the participants during the period of the meeting;
    3. cost incurred by participants in respect of travel insurance, accident insurance, medical bills or hospitalization fees in connection with attending the meeting;
    4. compensation in the event of death or disability of participants in connection with attending the meeting;
    5. any loss of or damage to personal property of participants while attending the meeting or losses or damages claimed by third parties as a result of any negligence on the part of the participants;
    6. any other expenses of a personal nature, not directly related to the purpose of the meeting.

Many countries across the globe are facing the consequences of climate change, which could impact every sector of their economies. Developing countries are particularly vulnerable to climate change risks due to a lack of financial resources. Climate change can pose significant risks to the banking and financial system, making it essential to measure its impact and manage risks effectively. The Bank of Mongolia (BoM) aims to introduce sustainable financing principles, identify, and assess climate change risks, and strengthen the financial system's resilience.

ESCAP is working with BoM, with financing support from the NDC Partnership, to increase BoM's understanding of climate risks and their impact on the country's economic, financial, and monetary policies. ESCAP is conducting research to assess climate risks and their potential impact on the financial system by engaging with financial sector participants, evaluating their perceptions of risks, and identifying key challenges.

This Stakeholder Consultation Workshop aims to present:

  • An overview of BoM greening of Mongolia's banking system objectives and ESCAP’s role
  • Initial validation of the results and analysis of the key stakeholder interviews conducted with the financial sector participants. The workshop also aims to gather stakeholder feedback and comments while understanding potential gaps and challenges and exploring opportunities.

Capacity-Building Training for Sovereign Thematic Bond Issuance to Ministry of Economy and Finance Team (Stage 2)

In September 2022, the Royal Government of Cambodia issued its first sovereign bond of 100 billion riels (approximately $USD 24.3 million) to raise funds for national development. The government also has plans to issue a $200 million sovereign bond in the future.

The Royal Government of Cambodia is keen on exploring thematic bond issuance to support climate adaptation and mitigation goals, attract investments, and create green jobs. The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), the United Nations Development Program (UNDP), and the Global Green Growth Institute (GGGI), at the request of the Ministry of Economy and Finance (MEF), are assisting the government in building institutional capacity in issuing thematic sovereign bonds.

A collaborative effort between ESCAP, GGGI, UNDP and MEF is underway to host the comprehensive capacity-building training program. This initiative aims to empower MEF and its stakeholders with the knowledge and skills to excel in thematic bond issuance and sustainable financing. The training series spans four days for four stages, and each is dedicated to a specific stage for one day full of the thematic bond issuance process.

The Four Main Topics Covered in the Training Series are as follows:

Stage 1 - Feasibility: This first stage focuses on evaluating financial and sustainability strategies, assessing institutional capacity, engaging with relevant government agencies or ministries, and establishing the groundwork for thematic bonds. Participants delve into feasibility analysis, ensuring the alignment of bonds with existing debt issuance programs and estimating the bond size and tenor.

Stage 2 - Pre-Issuance: The second stage emphasizes the development of a Sustainable Financing Framework, alignment with international standards, engagement of external reviewers and advisors, investor outreach, risk management, exchange listing, and credit rating assessments.

Stage 3 - Issuance: In this third stage, participants learn to announce bond issues, create marketing strategies, set pricing targets, understand legal aspects, and finalize bond terms.

Stage 4 - Post Issuance and Project Implementation: The final stage focuses on project evaluation and selection, allocation of bond proceeds, monitoring project implementation, and comprehensive reporting, including impact assessment and external verification.

This Stage 2 training aims to provide additional general concepts on thematic bonds and deep dive into reviewing the draft Sustainable Finance Framework and its key features, addressing stakeholders’ questions regarding the proposed draft, and defining the next steps and timelines. They will involve various MEF stakeholders, particularly the technical task force members, who will play a pivotal role in driving this initiative and supporting the engagement of other ministries within the Steering Task Force for future thematic bond issuance.

The sixth session of the Committee on Transport is scheduled to be held from 12 to 13 November 2020.

The secretariat is monitoring the rapidly evolving situation with regard to the COVID-19 outbreak and is putting into place measures to mitigate public health risks associated with mass gatherings. The secretariat continues to receive guidance from the World Health Organization, the authorities of the host country of ESCAP and the United Nations Secretariat.

Decisions on the schedule and modality of the Committee session to ensure the safety and well-being of all participants will be communicated as soon as practicable.

Credentials

Delegations are kindly requested to submit letters of credentials to Mr. Weimin Ren, Director, Transport Division, ESCAP, United Nations Building, Rajadamnern Nok Avenue, Bangkok 10200, Thailand, Fax: (66-2) 288-1067, 288-3050, at their earliest convenience prior to 1 October 2018.. Letters of credential should be addressed to the Executive Secretary of the ESCAP and emailed to [email protected].

Members of delegations are kindly reminded to bring official identification with them, duly signed by the appropriate authorities of their respective Governments/Agencies/Organizations, and provide them to the Secretariat staff at the registration counter located on the ground floor of the UNCC along with a copy of the letter of credentials indicating their appointment to the delegation.

Registration and identification badges

Participants are requested to register and obtain a visitor’s badge with ID picture on the first day of the meeting, i.e. Monday, 19 November 2018 between 08.00 hours and 09.00 hours. This is done at the Registration Counter located on the ground floor of the UNCC. Participants who are not able to register during the time indicated above are requested to do so immediately upon their arrival at UNCC and before going to the conference room. This procedure is important for security reason and will also ensure that all participants’ names appear on the list of participants.

Online registration

In conformity with standard United Nations security procedures, all participants must complete a mandatory online registration at https://meetings.unescap.org/. Participants are encouraged to complete this procedure well in advance of the meeting and no later than 1 October 2018. To facilitate the process, participants are encouraged to submit their photo in advance.

For identification and security reasons, all participants are requested to wear their meeting badges at all times when on the United Nations compound, and also during the meeting and at social functions. The loss of a meeting badge should be communicated to the Conference Management Unit, located on the ground floor of the UNCC behind the registration counter, so that a new one can be issued immediately.

Meeting documents

The secretariat has adopted a paperless approach to meetings. As a result, participants are expected to get acquainted with all the meeting documents prior to the meeting. Should participants wish hard copies of the documents, they are expected to bring them to the meeting. These documents will be made available prior to the session at www.unescap.org/events/committee-transport-fifth-session

Participants wishing to circulate any papers or literature at the meeting are requested to consult staff from the secretariat servicing the meeting for the necessary arrangements.

Daily subsistence allowance

ESCAP does not provide financial assistance for participation in the 5th session of the Committee on Transport. However, it does cover the travel expenses of officials participating in the workshop on cross-border co-deployment of fibre optic infrastructure along road and rail networks. In that regard, the following shall apply:

Depending on which of the above applies, participants whose travel is sponsored (or partly sponsored) by ESCAP will receive a DSA to cover all costs associated with their participation in the meeting, including accommodation, meals and local transport while in Bangkok. A voucher to be cashed at the bank located on the ESCAP premises will be given to participants. Participants will receive their vouchers against submittal of a copy of their passports, copy of their air-tickets and the original boarding pass(es) for the flight(s) to Bangkok. To facilitate the issuance of vouchers, eligible participants are kindly requested to come with read-made copies of their passports. To date, the DSA for Bangkok is Thai Baht 7,150 (about US$ 216). Please note that this amount is subject to change without prior notice.

Participants who are unable to stay for the entire duration of the meeting are requested to inform the secretariat as soon as possible after their arrival so that the DSA can be adjusted accordingly.

In those cases where the participation costs are borne by ESCAP, the secretariat will provide only travel and DSA as expressed and will not assume responsibility for any other expenditures, including the following:

National Workshop | Accelerate Sustainable Development in Viet Nam: Policy Options

Viet Nam is strongly committed to the 2030 Agenda for Sustainable Development. Whereas, the VNR 2023 reveals that Viet Nam has made significant progress in various Sustainable Development Goals (SDGs), the country needs to expedite the implementation to bring all SDGs back on track to achieve the 2030 targets. In the current context of rising geopolitical contest and economic uncertainty, the country faces more critical development challenges, including building economic resilience, eradicating poverty and inequality and tackling climate risks.

The United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) and the United Nations in Viet Nam in collaboration with the Ministry of Planning and Investment (MPI) are carrying out a capacity building project that aims to further integrate sustainable development into macroeconomic modelling in Viet Nam. In particular, the model takes an augmented approach to assess public debt sustainability in the long term, which supplements the short- to medium term approaches currently adopted by International Financial Institutions and credit rating agencies The two main outputs are (a) a macroeconomic model that is based on the region-wide ESCAP macroeconomic model, but tailored to Viet Nam’s context; and (b) a national study that examines the socio-economic and environmental implications of selected policy scenarios in Viet Nam. This workshop is organized as part of this project.

Further, the national workshop aimed to:

  1. foster better understanding of Viet Nam’s development challenges and opportunities, and policy options to help Viet Nam achieve sustainable development targets; and
     
  2. improve awareness of the synergies and trade-offs of the implementation of the selected policy options in accelerating the SDG achievement.

You are representing your Government at both the 5th session of the Committee on Transport and the workshop on co-deployment: ESCAP provides air-ticket and DSA for two nights (i.e. 21 and 22 November 2018 depending on flight schedule and participants have to cover three nights on a self-financing basis (i.e. 18 to 20 November 2018).
    1. all expenses in the home country incidental to travel abroad, including expenditure for visa, medical examination, inoculations and other such miscellaneous items and internal travel to and from the airport of arrival and departure in the home country;
    2. salary and related allowances for the participants during the period of the meeting;
    3. cost incurred by participants in respect of travel insurance, accident insurance, medical bills or hospitalization fees in connection with attending the meeting;
    4. compensation in the event of death or disability of participants in connection with attending the meeting;
    5. any loss of or damage to personal property of participants while attending the meeting or losses or damages claimed by third parties as a result of any negligence on the part of the participants;
    6. any other expenses of a personal nature, not directly related to the purpose of the meeting.
